Decarbonising facilities in Malaysian healthcare


Dr Khairul Azmy Kamaluddin, Ts Noor Muhammad Abd Rahman, and Dr Muhammad Syukri Imran Abdullah discuss the advancement of sustainability programmes by the Malaysian Ministry of Health (MOH) to reduce carbon emissions in the public healthcare sector.


The Malaysian public healthcare sector has aligned itself to the national sustainability development program roadmap which allows for the adoption of green technologies and practices across public services including the public healthcare sector. The country is moving forward towards more sustainable practices and lifestyles to address issues of climate change and unsustainable consumption, as well as inefficient water resource management (EPU, 2021). This article provides an overview and


updates on the advancement of sustainability programmes by the Ministry of Health (MOH) to reduce carbon emissions particularly in the public healthcare sector. Major adaptations by MOH include energy efficient building, adopting renewable energy resources to offset power demand, and waste reduction, as well as a green building initiative program. MOH will continue to commit towards sustainability and make planetary health and the climate agenda a priority in its actions.


From energy


efficiency to green building initiative The year 2015 marked a new milestone in the Malaysian healthcare facility management (FM) practice when Sustainable Energy Management Program (SEMP), Reuse, Reduce and Recycle (3R) Program and the Indoor Air Quality (IAQ) management was first introduced. (MOH, 2015a).

Under the new FM contract, the FM companies acted both as facility managers and Energy Service Company (ESCO). As ESCOs, the companies are involved in a range of energy management services such as energy audits and energy consumption monitoring, as well as implementing renewable energy (RE) and energy efficiency (EE) projects. The SEMP model applied in


government hospitals is based on a regional certification system or ASEAN Energy Management Scheme (AEMAS)


which adopts ISO 50001:2011. To further strengthen the efficient management and conservation of energy, MOH has imposed a hospital energy policy on all government-run healthcare facilities from 2016 (MOH, 2015b). The introduction of the policy was a crucial step in kickstarting the green building agenda for the public healthcare sector. There are already around 60 Energy Managers hired by the FM companies to implement the hospital SEMP with the aim of achieving the highest Energy Management Gold Standard (EMGS)

Dr Khairul Azmy Kamaluddin, B.Sc. in Electrical (Power) Engineering, M.Sc. in Building Services Engineering, and Ph.D. in Energy Efficiency for Healthcare Buildings, is current president of the Biomedical Engineering Association of Malaysia (BEAM), a council member to IAC-CFM and IFHE, a certified ASAPM Project Practitioner, a Certified Energy Manager (CEM), and a Registered Electrical Energy Manager(REEM). He is


regarded as an MOH expert referral on healthcare-related building and engineering system design, with a focus on building condensation issues, energy efficiency, and green initiatives.


Ts Noor Muhammad Abd Rahman P.Eng. Ts Noor Muhammad Abd Rahman, B.Eng. (Hons) electrical engineering, M.Sc. in


Sustainable Infrastructure, is a registered professional engineer BEM Malaysia and registered professional technologist with MBOT Malaysia. He is also a registered


electrical energy manager with Energy Commission, authorised person (low voltage) HTM 06-02 accredited by City & Guilds UK, photovoltaic (PV) arrays qualified person


certified by Scottish Qualifications Certificate, and LEED AP (O&M) certified by USGBC. He has 15 years’ experience in healthcare engineering and facility management,


including green building and sustainability programmes. He is currently the head of Sustainability Sector in Engineering Services Division Ministry of Health Malaysia.


Dr Muhammad Syukri Imran Abdullah P.Eng.


Dr Muhammad Syukri Imran Abdullah, B. Eng. Civil Environmental Engineering, M. Eng. Civil Engineering, PhD in Energy Efficiency, and ASEAN Chartered Professional Engineer, is a registered professional engineer with BEM Malaysia and professional technologist (Green Technology) with MBOT Malaysia. He is also accredited LEED AP (O&M) by USGBC, certified professional in M&V by MGTC, and has 20 years’ experience in healthcare engineering, healthcare FM, civil engineering design, and project management, including green building and sustainability programmes. He is currently


fellow of Institute Sustainability and Renewable Energy University Malaysia Sarawak and full-time lecturer since 2022, focusing on R&D opportunities in healthcare settings.
