Professional Review – AE(V) Registration (Fig 2)
Existing IHEEM VTP Members who are practising AE(V)s will be invited to participate in the initial registration review process. Those practising AE(V)s who have declared an interest in becoming registered through IHEEM will prepare and submit an application and practice report, and two existing client references, along with details of the previous three years’ CPD records for a peer review process.
It is also envisaged that existing members of the VTP who are suitably experienced, but do not act as an AE(V) – ideally a directly employed NHS Trust estates engineer – will participate in the peer review process to ensure that client quality standards are assessed.
Procedure
Registration will be conducted by the AE(V) Panel, and will take the form of a Professional Review, consisting of: n Scrutiny of the Application Form. n Scrutiny of the submission by the applicant of a written Practice Report of 2000 words + appendices, outlining the experience and type of work carried out.
n Scrutiny of the applicant’s CPD log. n Interview by a Peer Review Panel. n Confirmation of completion of a recognised course for Authorised Person (Ventilation) and the HTM 00 AE Foundation Course. (Note, refresher training will be required upon revisions or updates to the HTM or similar standards to maintain current knowledge and skills base).
The Interview
The Peer Review Panel will be treated as confidential by the BoR (AE) and the Peer Review Panel. However, it is the applicant’s responsibility to obtain from their employer any clearance required under the Official Secrets Act or any other restriction placed on them by the employer. While the Act and the need for commercial confidence will be respected by the interviewers, the interview panel will probe sufficiently to obtain satisfactory answers to demonstrate a general and specialist knowledge of healthcare ventilation operational and safety matters. Although time constraints will not allow the interviewers to visit all topics, the interview will be based on some of the following: n Practice report issues arising from the report, and also the presentation.
n Exercising impartial technical judgement at an appropriate level. What are the applicant’s precise current or most recent responsibilities?
n Understanding of, and involvement in, financial and commercial considerations.

n Keeping abreast of changing technology, standards, and legislation.
n Demonstrating an awareness of processes other than the applicant’s areas of specialisation (for example control of design, installation, validation, or operation).
n Discussion of a recent project or piece of work in which the applicant was personally involved. This could be accompanied by brief and limited documentation.
n The applicant’s communication skills.
The Peer Review interview will commence with the applicant making a short (10- minute) presentation on the key aspects of the role and responsibilities of an AE(V), followed by the professional review interview.
The Peer Review Panel will consist of three existing IHEEM VTP registered AE(V)s (when established), and an independent representative from another
existing IHEEM AE discipline, to ensure transparency and consistency. The panel will be selected by the IHEEM head office. The initial registration review process will use existing practising AE(V)s who have declared an interest in becoming registered through IHEEM to peer review applications. For the avoidance of doubt, anyone who participates on a review panel for an applicant will not have that applicant on a reciprocal review panel, to ensure that every assessment is independent. It is also envisaged that existing members of the VTP who are suitably experienced, but do not act as an AE(V) – ideally a directly employed NHS Trust estates engineer – will participate in the peer review process to ensure client quality standards are assessed. (Note, we need to separate the arrangements to establish the Register to the arrangements that will be in place once there are sufficient IHEEM-registered AEs on the Register).

Applicants will prepare and submit a full practice report, along with details of two existing client references, evidence of previous three years’ CPD records, and an anonymised example of a previous audit report.
From the pool of initial applicants, two practising AE(V)s, along with a non-practising member of the VTP membership with an independent observer from the IHEEM TPC, will review and assess the application bundle. Each person undertaking the review will be required to make a declaration of any potential conflict of interest.

The assessment review and outcome will be recorded, and the results (by a consensus process) fed back to the applicant.
If successful, the applicant will be issued with a certificate of registration by IHEEM head office, following payment of Registration fees.
For the avoidance of doubt that anyone who participates on a review panel for an applicant will not have that applicant on a reciprocal review panel, to ensure that every assessment is independent.
Once the initial register of AE(V)s is established, applications will be open and invited from other IHEEM members and other practising AE(V)s who are not currently members of IHEEM, subject to application and payment of fees.
Successfully registered AE(V)s will be expected to participate in the assessment of future AE(V) applications, subject to the declaration of any potential conflicts of interest.
