Officers Cllr Eddie Powell was elected as chairman for the forthcoming year. Cllr Dean was elected as vice-chairman. Cutbush Close An email had been received from a resident relating to the poor state of the bench on the area of grass in Cutbush Close. This is maintained by MBC, who have said they will remove it. The clerk said it had since collapsed. It was agreed to replace the bench with the same recycled one that had been purchased for the Glebe Field, with the same contractor being asked to install it. Pilgrims Lakes Cllr Dean reported that a resident of Pilgrims Lakes had been given permission to install a fence along part of The Shaws, to maintain their privacy since the tree works had been completed in Woodlands Walk. The rest of the fencing to the entrance of The Shaws, a low chainlink fence, had been flattened and it was felt that a 2m green chain link fence would secure the area better. The amenity manager would obtain three quotes for this work. Duck house Cllr Dean asked the amenity manager for an update on the submerged duck house. He had not heard anything further but the contractor had been out to look at it. It was agreed that if it was damaged, it would not be replaced. Hospice donation The Heart of Kent Hospice had been unable to fundraise last year and was going to hold a virtual walk this year. They had asked if the parish council could give them a donation. It was agreed to make a donation of £500. Church Road footpath Cllr Tom Sams said a further meeting should be held with Jennie Watson and an engineer to discuss the streetlights required along Church Road. Cllr Dean raised concerns that residents would not want additional lights, as the footpath was within a Dark Skies area. Cllr Sams said that, as the footpath was now road markings rather than an actual path, the safety of pedestrians is paramount. It was agreed to arrange for a meeting to be held. Speeding The average speed in the recent traffic survey was 35.2mph. Cllr Roots proposed that the parish council consider buying a mobile speed indicator device, for a cost of between £3,000 and £10,000. This would be discussed at the meeting with Jennie Watson.


Glebe Medical Centre The RFO had circulated a further report, following a meeting with Rosemary Jones regarding the draft lease. The outstanding issues had been resolved and the lease was now ready to be approved by the parish council. The lease now has to go to the district valuer for them to complete a value for money report. This will take about four weeks and then the report will go through a CCG governance


process. It is hoped that the lease can be added to the Primary Care Operational Group meeting agenda. Play equipment Following the recent repair of the play equipment, there had been a further incident of vandalism, and Cllr T Sams had to remove a seat to ensure that no toddlers were injured. The clerk was trying to have the CCTV viewed but needed a time frame for the PCSO. It was believed that the group of youths had been seen in the play area on Saturday, May 1, late afternoon/evening. The clerk said the incident should be reported to Kent Police. It was agreed to monitor the area for a month before arranging the repair. Road surface A resident said when lorries crossed ridges in the road surface on the A20 close to the railway bridge, it caused the vehicles to vibrate noisily through the village. The clerk said this issue had been reported to KHS, some years ago. Unfortunately, no action had been deemed necessary. Cllr T Sams suggested the issue be recorded so that KCC can be shown exactly how it was affecting residents.


Headcorn


Officer posts Cllr Thomas was proposed and seconded as chairman and was duly elected. Cllr Thorogood was proposed and seconded as vice- chair and was elected. Footpath The lack of footpath from the Crest Nicholson site had been discussed at a recent meeting involving the developer, the clerk and residents, and an assurance was given that the path would be delivered by the end of the summer.


Off-road parking The council was waiting for the signs from the developer of the Kings Road site, at which point they would be installed. Speed survey The High Street speed survey had been completed. The detail would be reported to the council. Redhill Stables The advertisement for the sale of land had caused outrage in the community. MBC had apologised and repeated their commitment for the land to be used as a natural burial ground. An agent would be appointed and the clerk would follow up on progress.


The Meadows The parish council had received copies of correspondence sent to MP Helen Whately by residents of The Meadows complaining of antisocial and illegal activity. Members heard that the MP’s response had been very positive and the matter would be followed up by the clerk. Play equipment The vandalised seesaw at Days Green would be replaced. The insurance company had issued funds equivalent to the repair of the old seesaw and a S106 application had been submitted to MBC for the difference between that and the purchase price. The item had been ordered.


Leybourne


Co-option Two residents attended with the intention of standing for the co- option position. However, Cllr Stewart pointed out that, in the past, advertising of the position had not been thorough enough to be seen by all residents of the parish. It was therefore necessary to re- advertise the vacancy to ensure it was disseminated to all. Both residents were invited to come to the next meeting to be able to apply in July once advertising had been completed. Sluice Borough Cllr Stapleton reported that the sluice had been mostly cleared and more work would be done. CCTV A quote for £1833.50 plus VAT had been received to upgrade the Baywell camera and move it to a different lamppost. It was agreed to accept the quote. The clerk explained the new location would give better coverage of the surrounding area. Police report It appeared the antisocial behaviour warnings issued had had a good outcome so far. The vandalism and damage had dramatically decreased and there had been a reduction in reports. The clerk added that the police had rung recently to check on the status of the area and were monitoring any reports sent in by residents. Football club Cllr Harrison said the football club had had a tremendous uptake with over 240 players registered and 55 children aged six and under. Plans are already underway for next season. Parish trees A resident requested preservation orders on trees in the parish – Cllr Banks met with resident and was helping to review certain trees and the areas of concern to determine whether such orders were required. Parish hall The clerk said bookings were being taken but the uptake was slow.


Litter bin Approval was needed to replace a bin at the bombhole at a cost of £139 plus Vat and £50 for a fixing kit and base. This was agreed and the clerk would arrange fitting.


Staplehurst


Officers Cllr Riordan was elected as chairman and Cllr Perry was elected as vice-chairman. Surrenden Field It was agreed to approve the installation of the new pathway as per the drawing and quotations. It was agreed that the deputy clerk and the RFO would apply for S106 monies to fund the project. Funfair A written request for the use of Surrenden Field to hold a funfair in mid June was discussed and it was agreed to refuse the request. Public forum Two residents paid tribute to councillors for their hard work throughout the year and in particular to the chairman.
