Donation After a discussion it was agreed to donate £500 to the Samaritans of Maidstone and Weald. Junior play unit The addition of a swing for the disabled was discussed. Cllr Parker had received quotes from Playdale and Sovereign. Sovereign was only able to quote for an additional disabled swing, but there were concerns as to where this could be sited in the play area. Playdale would remove the existing double at swing and replace it with a single at swing and a disabled swing. Playdale also provided the junior multi play unit and had suggested a quote for suitable matting under the rope bridge and the disabled swing. Cllr Parker would arrange this visit. Council les Cllr Clark updated members on quotes received for storage of the les. It was suggested that a better way forward might be to get all the contents of the les scanned. Cllr Clark would take this forward. Salt bins The meeting heard that KCC was not providing additional salt bins, but parish councils could buy their own bins and keep them lled as long as they are not placed on highways land. It was agreed to buy three bins, and members would advise Cllr Clark as to where they felt the bins should be placed. Dog fouling A resident expressed concern about the amount of dog fouling in the village. Members felt residents should be encouraged to report dog fouling on the MBC website.


Inconsiderate parking There had been several complaints about inconsiderate parking in the village. The PCSO went round the village on March 10 to put notices on offending cars, but there were none. It was agreed to print a leaet and distribute it to all households, asking residents who were having work done on their property to make sure that the workmen’s cars and vans were not parked on the pavements. Chartway Cottage The owners had contacted the clerk about carriageway and verge issues. KCC Highways had advised that three jobs had been raised along the road to repair and ll the verges. It was also hoped that in the spring/summer they might be able to replace some of the verges, patch the corner and line it. Boxing Olympia Boxing wanted to restart sessions in the Sports Field. It was agreed that this was a good idea. Cllr Parker would promote this through the primary schools and Cllr Ross suggested that the secondary schools be included as well. Precept Conrmation of the precept had been received from MBC. There would be no change in the parish element of the council tax paid by each resident last year. Pop-Up café The café would hopefully return to Kingswood from May 31. The shop was happy for it to be sited on their forecourt as before. Sports eld litter The clerk said a resident had contacted her about the mess being


left in the Sports Field around the teenage shelter. The clerk would let the PCSO know and get the CCTV checked.


Marden


Youth service County Cllr Hotson said the Youth Service in Marden was due to be up and running shortly and thanked the parish council for working on this. Library Cllr Hotson was still unhappy with the latest response on the re-opening of libraries with Marden being one of the last ones to open. He asked the parish council to write to the MP and leader of the council. It was agreed to write to Helen Grant MP and to copy in the Leader of the Council, KCC Cabinet Member for Libraries and Cllr Hotson . Crime gures There had been eight crimes since the last meeting: six cases of criminal damage, one theft and a theft from a vehicle. There had been reports of males with catapults and investigations were ongoing. Antisocial behaviour had also been reported with lots of damage caused. CCTV was being reviewed and investigations were ongoing. Cllr Barker reported that British Transport Police had provided a crime number for damage to a brick wall in Station Approach. Newsletter The spring edition had been delivered. Further copies would need to be printed for the summer newsletter, due to more houses being occupied in the newer developments. The deputy clerk was sending out the E-Newsletter. Assets of Community Value A meeting had been held to discuss ACVs. Cllr Boswell had spoken to the manager at The Unicorn, who agreed that the pub should be submitted. Cllr Turner had spoken to the landlord at The West End who had raised concerns, especially regarding the impact which the pandemic had had on public houses. Cllr Turner had agreed to speak to them in more detail later in the week. Cllr Barker said no information had been obtained at the Stilebridge Inn. Flooding Two members of the public had submitted comments on the draft report. Cllr Adam would incorporate these in the report and the clerk would send it to Kent County Council. One of the members of the public had offered to view the drainage details of the new developments. Playing eld The clerk was still in talks with Golding Homes about an electricity supply for new CCTV cameras. Antisocial behaviour had been reported at the play area/Rookery Court. Police had suggested that infra-red/sensor lighting would assist with CCTV night recording. Allotments Cllrs Boswell and Tippen, had met with the clerk to draft the allotment agreement. After a couple of amendments it was agreed to send this draft to the Marden Allotment Association for comments. Southons Field A request had been received for the hire of Southons Field on July 2, 2022 for a wedding reception with a marquee, provision of toilets and music. The clerk reported that, if agreed, an


extension to the music/alcohol licence would need to be made via a temporary events notice as the parish council licence only went to 10pm. The hire was agreed. Grit bins According to the Kent Highways website the grit bin outside the chemist was missing from the database. The clerk was asked to speak with Kent Highways and to see whether additional grit bins could be installed near The Parsonage/Highwood Green. Cllr Adam reported that there was one in Station Approach, but Cllr Barker was under the impression that this was under railway ownership. The one at the Memorial Hall was also privately owned by the Hall. Bollards Cllr Boswell asked if the bell bollards outside “Cornerways” could be added to the list for the Community Payback Team to paint when they were able to work in Marden. Bollards on the opposite side of the Maidstone Road junction would be added to the Highways Improvement Plan as vehicles were jumping the kerb and damaging the planter on the corner.


Staplehurst


Donation requests The Air Ambulance had asked for a donation towards two ventilators. It was agreed to make a payment of £250 in the next nancial year. It was agreed to make a donation of £100 to Staplehurst Community Events Group in the next nancial year. Tree survey It was agreed to appoint GRS Arboricultural Consultants to undertake a resistograph survey of trees in Chestnut Avenue for £350. Councillors noted that they were looking to preserve the trees wherever possible. Community events Staplehurst Community Events Group was given permission for two events on Surrenden Field: Picnic in the Park on August 1 and Fun Run 5k & 10K on September 12. Talent Pathway It was agreed that a sum of £920 be spent to work with Team Rubicon to offer a Talent Pathway Programme event at Jubilee Field Skate Park during 2021. Budget from the youth provision could be allocated to this event. Councillors thought some form of dedication might be considered towards an ex-councillor, in recognition of their work in supporting the skate park. Gas supply A number of residents were said to be experiencing a long-term problem with gas supply, resulting in them not being able to use their heating and other gas appliances. Despite their individual efforts over four years, they had still not reached a solution with SGN the gas supplier. It was agreed that the clerk should write to SGN to see if she could assist in nding a solution. Library A resident spoke about the importance of the library being re-opened as soon as possible. The resident also enquired whether a village clean-up would be planned when the restrictions are lifted. Cllr Riordan conrmed that it was being considered.
