Speedwatch The meeting heard that people had been spotted with a speed gun at the bottom of Liverton Hill. It was agreed to nd out who this was. Highways Cllr Eastwood reported no new problems at the north end of the parish. Cllr Evans reported deteriorating road conditions on Headcorn Road. The clerk would report a pothole south of Crumps Lane. Cllr Adams was to meet Chris Wheal regarding Headcorn Road nearer the village and report back. Bus Cllr Collins reported on recent problems arising from road closures, bus breakdowns and Covid-19 related issues, meaning the pilot scheme was meaningless. It was agreed that Cllr Collins would draft a letter to send to Kent County Council from the parish council following discussion with other parishes, to draw this to their attention. Litter It was agreed that the clerk would ask MBC if they would adopt the bin outside St Nicholas’s Church. In the meantime, Cllr Turner offered to empty the bin on this occasion. Noticeboard It was agreed to repair the notice board on the village green. Cllr Galton and Turner would ask Mike Smith to repair it, if not they will undertake renovations. Traffic calming After a vote a majority approved the KCC estimated cost of £64,682.03 less a 5% reduction in design costs for previous payments, provided this does not increase. However, after further discussion, concerns were raised that the plan submitted to KCC may not provide granite build-outs of sufficient size to be effective. It was agreed to seek further information from KCC before proceeding to the next stage, further assurances would be sought from KCC regarding the size of the build- outs and the total cost.


Broomeld and Kingswood


Woodland preservation Cllr Patrik Garten was welcomed to the meeting. He was concerned that a neighbour had been removing small numbers of trees at a time thus negating the need to apply for planning permission. He thought that at least an acre of trees had been felled. Cllr Garten also said the resident was putting in a caravan park that had been registered with a caravan club. The planning authority was unable to do anything unless the resident uses the park for more than 28 days at a time. The resident now wishes to regularise his company and whilst Mr Garten has no concerns with that, he was very concerned about the destruction of ancient woodland. The parish council agreed to investigate ways of protecting the ancient woodland, including the possibility of getting more tree protection orders and the possibility of making a local tree inventory. Food outlet Mr Goodsell was welcomed to the meeting. He outlined his plans for an amenity in the sports eld, where residents


could meet, have a coffee and a cake. It would be open seven days a week and would include toilet provision. Mr Goodsell said he would be happy to be part of the parish council’s plan for a community centre in the sports Field that would include a café. It was agreed that this would be discussed at the October meeting. Crime gures There had been two incidents in Kingswood: a theft from a vehicle and a burglary. Sports Field Members agreed to accept the quote for the replacement of the damaged toddler swings. Regarding the matting underneath the roundabout, the clerk had contacted the installer who agreed that the wear did seem excessive. It was agreed that it would be monitored and if it deteriorated further, the installer would be contacted again. Emails Councillors agreed that they would try to check their emails at least once a day. It was also agreed to consider the use of a private Twitter feed as a means of communicating. Website It was agreed that the broomeldandkingswood-pc.org.uk domain should be used as the new hosting company and that the bandkpc.org and bankdkpc.uk email accounts should be transferred to the same company, which is much cheaper than the existing arrangements. Electric vehicles It was agreed that an application for an electric vehicle charging point should be made. The clerk would progress this. Noticeboard Members heard that the books would be moved now that autumn was here and the branches of the cherry tree overhanging the noticeboard had been cut back. Speeding Members heard that a resident was setting up a Speedwatch group. Leaets had been distributed, emailed to residents and put on the noticeboards. Boughton Monchelsea Parish Council, who had the speed indicator devices from Sutton Valence Parish Council, were happy to lend them to the Speedwatch group. Fencing Cllr Davies advised that he is currently sourcing fencing quotes for the Sports Field. The wicker fencing behind the MUGA had been damaged. It was agreed to erect a temporary fence until the nal fence was installed. Broomeld Green Cllrs were advised that the small wall around the noticeboard and seat had fallen into disrepair again. The cork inside the noticeboard was very hard. The clerk would seek quotes for the work.


Langley


Pram crossing KCC Cllr Eric Hotson said he had allocated some funds to the council’s request for a pram crossing in Horseshoes Lane. Trees The tree surgery on the recreation ground had been completed. Litter Following complaints about litter at the recreation ground, Steve Waring was contracted to litter pick twice a week


throughout the summer months. Garden waste Once day changes had been received from KCC, they would be distributed on the noticeboard, website and on social media. Play area The Maidstone Borough Council play area inspection report was received. No new matters have been raised. Cllr Woodcock continues to undertake a weekly inspection as well.


Leeds


Abbey Farm Cllr Bob China said he and Cllr Gill Fort were due to meet with the developer at the Abbey Farm. Cllr Greeff was concerned about the work undertaken at the site and thought it would help to establish the situation. Cllr China said the right of way was a separate issue from the development and should be looked at separately. He raised concerns about the Dove Cote and asked the clerk to follow this up. Highways It was agreed to write to MP Helen Whately to seek her reassurances that the relief road would be included in the Local Plan. It was also agreed that the CCTV camera at the playing eld should be moved to cover the highway. Cllr China was disappointed that the damage caused by the accident in Forge Lane/Lower Street had not yet been reinstated by KCC. Cllr Martin said the the road needed to be resurfaced outside the allotments.


Loose


Relief road Ward councillor Sue Griggs said the Leeds-Langley bypass, if built, would need to be funded by development in the area. With the development and extra houses, it would only keep the status quo. After discussion, the council agreed to put this item on the next agenda. Lorry damage Emails had been received from residents about large lorries using Well Street and causing damage. The clerk had investigated the process for a Lorry Watch, which can be run by volunteers. The clerk would pass on the information to the residents concerned. Speeding A resident who lived near the Swan complained about speeding vehicles, particularly at night. Suggestions included installing average speed cameras and clearer signs. The clerk would respond to the resident. Website The working group had discussed the structure and working practices of the website and accessibility. A social media policy had been prepared and would be circulated to all councillors. Walnut Tree The landlady of the Walnut Tree said they were looking to stop anti- social behaviour in the car park. She was working with the police and residents, but could only monitor the situation in pub opening hours. She was looking to outsource a car parking monitoring system but it would need an electrical supply. It was agreed that a camera could be put on the council’s lamppost.
