Local plan Borough CllrAnn Kemp said TMBC had received 3,750 responses to the consultation on the local plan, ofwhich just 211were comments of support. The highest number of objectionswere to the proposed development of BusheyWood and Borough Green. Crime report CllrMacdonald-Grey said a lock-up had been broken into on London Road, and amotorbikewas taken. Two industrial units had also been broken into on the same day.A van parked in a pub car park in Taylors Lane, Tro�iscliffe, had been broken into and toolswere stolen. Defibrillator Both of the defibrillators had been checked and the ba�eries replaced. The Secamb representative suggested raising awareness of the defibrillators through advertising and a training event. Itwas agreed to hold the training event. It was agreed to install emergency phones in each BT kiosk. Speedwatch Sessionswere currently suspended as therewere no volunteers available. The clerk said training could nowbe done through online health and safety tests and an actual session. The clerkwould place an article in The Pilgrims asking for volunteers to come forward. M20 footbridgeHighways England had started the consultation process to deregister the area of common land they intended to use for the newramp. Two members of publicwere concerned about the structure of the bridge,which seemed to bemuch larger than the original one, and theywere concerned about overlooking.Highways Englandwould be asked to investigate these concerns. SmartmotorwayMP TomTugendhatwas still lobbying on behalf of the parish council for noise barriers in the East Street and The Paddocks areas. The clerkwas asked to find out if therewas any progress. GDPRMembers advised the clerk that theywere still struggling to access their email accounts. The clerkwould find out if an alternative domain could be used. Village event Itwas agreed to allowthe PCC at StMargaret’s Church to hold an open air service onAddington Green in June. The clerkwould ask for insurance documents to be provided and for a risk assessment to be carried out. Residents would bemade aware once the datewas confirmed. Ryarsh sandpit County Cllr SarahHohler said the proposed sandpit in Ryarsh had been removed fromthe draftminerals plan.However, a planning proposal could still be received fromthe landowner, whichwould have to go through the normal consultation process. Budget The budget had been prepared and circulated. The clerkwas still trying to obtain further quotes for grass-cu�ing. It was agreed to allocate £25,000 towards the project to replace play equipment.A total estimated expenditure of £25,466was agreed for 2019/20,which included £5,000 for community projects, in addition to the

£25,000 to be set aside fromreserves for the playground project. Highways The standing light on the island near the junction of theA20with Tro�iscliffe Roadwas notworking. KCC had said they had carried out numerous repairs and that the ongoing problem must be due to a cable fault orwater ingress. The clerkwas asked to report the problems to KCC’s Cllr SarahHohler so that she could intervene before an accident occurred. Rat-runs Therewas concern that Sandy Lane and St Vincent’s Lanewere being used as rat-runs by drivers trying to avoid queues at the SevenMile roundabout. The clerk asked if signage could be put up on theA20 to explain that thesewere single track roads. London Road TheHighways steward had asked contractors to bemore vigilant about clearingmud left on the road from the development on the site of the former dwellingMiline. Payphone sign KCC had said the payphone sign on the slip road from junction 5 of theM20was to be removed. A request had been passed to TMBC for action. Road issues The clerkwould report the following issues: a droppedmanhole east of the Tro�iscliffe Road/London Road crossroads; a pothole and eroded carriageway on St Vincent’s Lane; carriageway breaking up just east of Hernwell Farm. Recreation ground The commi�eewas to employ amole catcher to control the problems on the recreation ground. Cllr Robinsonwould pass on details of the mole catcher to the clerk.


KingsHill


Planning applicationsMembers of the public voiced concern over Liberty Trust’s five submi�ed planning applications. Issues raised included the infilling of local parishes; the strain on local infrastructure; the loss of ecosystemand damage to ancientwoodland. Itwas also suggested that the local plan designates two of these sites as proposed greenbelt. Itwas agreed to delegate authority to the planning commi�ee to finalise the response to the applications, subject to an extension being granted by TMBC. Itwas also agreed to ask a borough councillor to call in all three applications that fallwithin the KingsHill boundary. LEDlights Cllr Board askedwhether the newLED street lightswould be turned off overnight. Cllr Balfour reported that KCC’s strategywas to leave themon. Precept Itwas agreed to set the 2019/20 precept at £327, 017,which equated to a 10%rise against the band d charge at £7.38. IT systemItwas noted that threemonths’ notice had been given to the existing IT providers. The contractwould terminate onApril 4. The systemchangeoverwas progressing. Computers Two of the computers had


been upgraded toWindows 10 and a schedulewas in place for the remaining computers.


Leybourne


Policema�ers CllrHogwood suggested that the youth involvement officer be informed of the newyouth club at the village hall so that it could become involved. Bus consultation CllrMearns proposed that the parish council responded to the consultationwith the preferred option B. Thiswas agreed. CCTV The clerk reported that KCC had located the Lillieburn camera andwould be returning it to the office. Cllr Ulph said the quoteswere higher than expected, and itwas agreed to defer all quotes to the summer,when themaintenance contract would be reviewed. Retirement village CllrHogwood said a retirement villagewas to be built behind 239 London Road, opposite Songhurst Caravans.While therewere objections to this by various organisations itwas allowed on appeal. The developmentwas withinWestMalling parish, andworks were expected to start soon. Football club The club had concerns regarding the leasing of the pitches and howthe contractwould be awarded. GroundmaintenanceQuotes fromboth Landscape Services andNepicarwere considered. Cllr Ulph proposed accepting theNepicar quote and thiswas agreed. Dog fouling There had been no response fromthe dogwarden, so the parish clerk would escalate it to the head ofwaste services at TMBC. Graffiti Following offensive graffiti at the multi-use games area, spray paint had been bought and remedialworkwould be carried out to repaint the affected areas. Village hall The tender for the extension had not been issued due to the late receipt of the foundation drawings. These had nowbeen submi�ed to building regs and the tender could be submi�ed once they had been approved. Asbestos report CllrHarrison had reviewed the three quotes and had recommendedAngel Environment, and that the parish clerkwas given a ceiling of £600 to instruct the contractor. Thiswas agreed. Youth club Itwas agreed that itmust be a group activity for a proposed grant, and the parish clerkwould informthe club that therewas a £50 prize towards equipment or an outing, and the club would decidewhat the competitionwas to be. Thiswas agreed.


Mereworth


Allotments The renewal of fencing around the plotswas underway and the invoice formaterials (£400)was due. Thiswas agreed. The allotments’ associationwas hoping to installweed barrier on vacant plots until they could be let. Itwas agreed
