“Section 616.07” One of the most important provi-
sions contained in Chapter 616, which governs Florida fair associa- tions, is Section 616.07. The Board of each fair association and its man- agement should re-familiarize themselves with it. Specifi- cally, Section 616.07 of the Florida Statutes provides: 616.07 Members not personally liable; property of asso-
ciation held in trust; exempt from taxation. (1) A member, officer, director, or trustee of a fair associ-
ation is not personally liable for any of the debts of the as- sociation, and money or property of a fair association may not be distributed as profits or dividends among its mem- bers, officers, directors, or trustees. (2) All money and property of the association, except
that necessary for the payment of its just debts and liabili- ties, are public property, shall be administered by the asso- ciation as trustee, and shall be used exclusively for the le- gitimate purpose of the association. So long as they are used for that purpose, all money and property of the asso- ciation are exempt from all forms of taxation, including spe- cial assessments, and any projects, activities, events, pro- grams, and uses authorized by this part serve an essential governmental purpose and, therefore, are not taxable and are not subject to assessments. This subsection does not apply to chapter 212. (3) Upon order of the circuit judge, any public funds or property remaining in a fair association when the associa- tion is dissolved shall be distributed by resolution of the board of directors to any county or any municipality within the county. The board may designate in the distribution resolution the public project that will benefit from the funds or the manner in which the property will be used. If property has been contributed by a municipality or county, the prop- erty shall be reconveyed to the municipality or county that gave the property to the association.

Stacey Wade Newest Board Member
Stacey Wade, CFE was
elected to Florida Federa- tion of Fairs Board of Di- rectors July 27, 2018 in Plant City, FL Born and raised in Cen-
tral Florida, it is safe to say that Stacey Wade was born with Fair genes; her father showed horses and dairy cattle throughout New England and her mother raced harness horses at fairs across the country before settling down in Orlando to start a family and where her father would become the resident black- smith/farrier for Walt Disney World for the next 33 years. “Believe it or not our family vacations consisted of battle- fields, historical sites and Fairs,” laughed Wade. “I can distinctly remember my first visit to the Central
Florida Fair, I was probably 6 or 7, the glow of the green and yellow lights of the double Ferris wheel, the smell of the cotton candy and the thrill of pulling those little plas- tic yellow ducks out of the water and winning a prize was intoxicating,” she said with excitement. Who knew 24 years later she would be asked to join the Central Flori- da Fair staff as their Livestock and Education Manager; for the next 15 years Stacey would be responsible for developing and managing the agricultural and educa- tional programs and learning the Fair industry inside and out. In 2017, she had the opportunity to redesign and redefine the fair’s Creative Arts and Culinary Programs including producing the Waste 2 Wonder competition, a successful youth fashion show and creating the first in- teractive Farm to Table exhibit for the fair. In May of 2017, Stacey joined the Kissimmee Valley Livestock Show & Osceola County Fair team as their new Director of Special Events & Education, where she is responsible for the marketing, advertising and sponsorships for the annual fair, in addition to creating and developing out- reach programs and events for the organization. It is her wealth of experience, knowledge and passion for the fair industry, and her dedication and commitment to the pro- motion of agriculture and education is what sets Stacey apart in her field. Stacey currently serves as the Ag Committee Chair for
the IAFE and the Florida Federation of Fairs. In addition, she has served for the past 5 years as the Entertainment Chair for the Central Florida Cancer Society’s Cattle Barons Ball. She is graduate of the IAFE’s Institute of Fair Management and has earned the distinguished title of the IAFE’s Certified Fair Executive. Stacey lives in Winter Garden with her two daughters Ashley and Sarah.
