statutory consultation. Following the November 2017 decision to reject the proposed costs for the Shetland New Energy Solution (SNES), it was agreed that Scottish Hydro Electric Power Distribution (SHEPD) would manage an extension of services to meet demand on the islands, in the interim period until 2025, and provide revised costs to achieve this. In May 2018, Ofgem set out the minded-to position on the proposed costs of providing an interim solution for Shetland. Having considered respondents' views, it is now publishing details of the decision on these costs. Ofgem is also publishing a statutory consultation on the associated licence changes.

Ofgem and Capacity Market 2018 rules Ofgem has also published its decision on statutory consultation on amendments

to the Capacity Market 2018 rules. It has decided to take forward 32 rule changes this year. These rule changes will come into effect when laid before Parliament in Summer 2018, subject to the Parliamentary timetable. As part of it, Ofgem has published the rule changes in a letter. The letter sets out decisions on changes to the Capacity Market Rules (the “Rules”) pursuant to Regulation 77 of the Electricity Capacity Regulations 2014 (the "Regulations"). Ofgem's decisions takes into account the 34 formal responses received to its statutory consultation on amending the Rules. These have been published alongside the original consultation document. Ofgem has decided to take forward a further seven changes with delayed implementation. These changes are not included in the amendments for this year, as Ofgem intends to lay them in Parliament in 2019. Once the Rules have been laid before the Parliament , Ogfem aims to publish the consolidation of the Capacity Market Rules. The ADE will be publishing a member's briefing soon.

At least £130m per year could be saved through energy systems updates The NHS could save at least £130m per year by updating energy systems, according to data released by Centrica Business Solutions to mark NHS Sustainable Health and Care Week . The figures, released by Centrica Business Solutions, are part of a wider report that examines the potential impact of distributed energy solutions on national job creation, economic growth and productivity. Jorge Pikunic, Managing Director at Centrica Business Solutions, said: “Our NHS

is an incredible healthcare system and a source of national pride – but it’s also under intense pressure to reduce costs while delivering enhanced services. Energy has a huge role to play in that. “Energy could – and should – be a force for good for the NHS, helping to create financial efficiencies and unlock opportunities to make improvements in patient care. However, it needs more support and funding to modernise its hospital estates.” He explains: “Energy technology has come

a long way in the past few decades and the systems used by most hospitals across Britain can benefit from the latest energy efficient solutions and equipment. A new approach to energy could save the NHS £130m per year – and that’s just a conservative estimate. The savings could be double this.”

The government has rejected Swansea’s £1.3bn tidal lagoon plans on cost grounds. Chief executive of ACE, Dr Nelson Ogunshakin OBE responded to the announcement. He tells UKPN: "The decision to decline the Swansea

tidal lagoon scheme, an innovative and sustainable solution to our energy needs, is a major disappointment and a missed opportunity for the infrastructure industry and the drive towards more renewable energy in the UK. "The government should have taken a

longer and more far sighted view and that it hasn't means that the UK has lost an opportunity to lead the world in this type of renewable technology.”

Hannah Vickers appointed chief executive of ACE Hannah Vickers has been appointed

new chief executive of the Association for Consultancy and Engineering. She replaces Dr Nelson Ogunshakin

OBE who, as previously announced, is joining the International Federation of Consulting Engineers, FIDIC in Geneva. She will take up her new role at ACE on 11 September 2018. A civil engineer by profession,

Hannah joins from the Institution of Civil Engineers where she led the policy and public affairs team. Prior to this she advised Ministers at

HM Treasury on infrastructure delivery policy, while also working as a consultant to senior stakeholders on a number of major projects including Crossrail 2, a geological disposal facility for higher-activity nuclear waste and the redevelopment of London’s Olympic Park. She has also trained and advised the governments of Argentina, Indonesia, Egypt, Brazil and China in infrastructure planning and delivery. Current ACE chair, and MD, UK, at Ramboll, Mathew Riley says: “Despite a strong shortlist, the board had no hesitations in offering Hannah the role as chief executive and we are delighted that she will lead ACE on behalf of its members.”
