Fuelwas siphoned from a van, a windowwas smashed and some tools stolen. The advertising vans on the Lidsing Road bridge had been removed after a phone call from the police and a visit from Medway Council. Therewas a break-in at a garage but it had not been reported. Playing fieldAleerwas sent to Savills with no response so far. Hirers of the village hall had recently been seen with alcohol in the toddlers’ play area. Itwas agreed to write to Maidstone Council and Bredhurst Village hall about
this.Aquote for replacing the tyre on the aerial cableway had been received. It was agreed towait for a response from Savills before making a decision on the maer. The Cut Cllr Jones gave feedback as a resident and then left the room for this item. Feedback had been received from all four residents consulted. Three would prefer to leave The Cut as it is and one raised safety concerns and would prefer the traffic regulation order. Itwas agreed to not pursue any change but to ask KCC if it could help with other safety measures such as a “concealed entrance” sign. Cllr Carr would arrange a meeting with KCC and the clerk would respond to residents. Planning Cllr Carr left the room for this item – Channing Farm Barn, proposed barn conversion to dwelling. Itwas agreed to comment in favour with the same conditions as previously; space to park more than two cars and tree preservation orders considered on the two large trees at the front.
Broomfield and Kingswood
Condolences The clerk informed the council of the death of former Cllr Mike Evans, who had been a pillar of the community and a councillor for many years. He had also been co-ordinator of NeighbourhoodWatch and a school governor. Condolenceswere extended to his family and itwas resolved to make a donation in his name to the family’s chosen charity. Village hall Cllr Janet Tandywas elected as the parish council representative and trustee on the village hall commiee. Oaklands Borough Cllr Gill Fort advised that planning enforcementwaswaiting for two planning applications to be determined before enforcement action would be taken at Oaklands. Crime figures Fencing and a hedge had been damaged at Gravelly Boom Road and a wood chipper stolen.Abicycle had been stolen from outside the Nisa shop in
CharlesfordAvenue.Acaravan had been broken into in Gravelly Boom Road and a shed had been damaged in a burglary in Broomfield Road. There had been two road

accidents in Chegworth Road, and issues with youths in the areawere being addressed. The clerk reported that access had yet to be gained to the Scout hut to view the CCTV after an allegation of harassment in the sports field. The clerkwas asked to inquire about a set of keys for the parish council. HighwaysAmeetingwas to be arranged with Highway Services about emergency closure of neighbouring
roads.Aresident in Gravelly Boom Road had asked that trees, hedges and verges be cleared to allowHGV access. Itwas agreed that the road is unsuitable forHGVs and if deliveries needed to be made, carriers should be advised to use smaller vehicles. Itwas unanimously agreed not to clear the trees and hedgerows. Parish handyman Paul Beaney had provided the appropriate insurance cover and had started working on the list of tasks that needed aention. M20 resurfacing The Hollingbourne PC had advised that therewas an extensive schedule of resurfacing of the M20 at every point apart from between junctions 8 and 9. Conservative candidate Helen Whately had pledged to pursue this maer as part of her election manifesto in 2015. The clerkwas asked to write to her for an update on any progress. Peter Pease Close The clerk had had an initial look at the S106 agreement about a requirement for a local connection for potential residents. It seemed therewas very lile opportunity for inclusion of the parish council in any part of the ongoing process. Councillors asked that Cllr Davies be asked to look at the document before any further actionwas progressed. Sports Field Itwas agreed to accept the quote for all tree works following the safety review. The quote for the repairs to the car park surfacewas accepted. Itwas agreed to continue arrangements with Roseacre Rovers Junior Football Club for 2017/18.A party request for June 1was also agreed. Village hall Councillors agreed to participate in the summer fete. The village hall commiee had agreed in principle to an extension to the village hall, in anticipation of the pre-school group being able to offer more hours in line with government policy and to enable the parish council to have an office facility.
Detling
Horish Wood Roy Hopkins from Kent Woodland Employment Scheme (KWES), the organisation responsible for coppicing of Horish Wood, gave a presentation. The workforce had increased from four to 20 and all workerswere now qualified brushcuers. Remedial workwas due to be taken in the woodland this year. He spoke regarding the crowding of mature oak trees and the need to allow light into the woodland and suggested therewas a need to discuss the removal of some of the oaks with the parish council at some point in the future. The chairman summarised agreed actions as follows: a site meeting would take place to discuss the oak trees; the leaning trees would be felled after the nesting season; KWES and the parish council would organise an event for residents; the coppiced wood would be removed when the ground was dry.
NeighbourhoodWatch The parish clerk had
contacted the MaidstoneNHWco-ordinator and PCSO and theywere investigating the current scheme within Detling with a view to helping to relaunch it. Old School Playing FieldAleer had been received from a resident about the trees.A site meeting would be arranged. Bus stopArequest had been submied with Maidstone Council to resinstate the double yellow lines in the bus stop and the work had been placed on an order. By-electionAparish by-election had been requests by residents, butwas uncontested and therefore Cllr Geoff Cosgrove had been elected to the council. Public forumAresident raised concerns about vehicles parking on the pavements in Hockers Lane and obstructing the
pavements.An article would be placed in the Detling News. Junction restrictions Cllr Clayton suggested that the parish council should discuss the improvements in more detail and seek statistical evidence to back up its concerns. He would co-ordinate volunteers to gather statistics. Benches The memorial benches in the Old school Playing Fieldwere due to be renovated by Tony Taylor. Itwas agreed that if they could not be renovated, the parish council would replace them. The benches would be removed until they had been repaired. Dogwaste There had been an increase in the amount of dog mess around the village. Scragged OakViewpointAcar had crashed into the fence at the viewpoint and this had caused more damage to the fencing. Cllr Everndenwas authorised to buy the fencing to enable the repairs to be undertaken. Mr Monk would assist him with the repairs. Parish council officeApop up office would be held in the village hall twice a month to enable the parish office to be accessible to residents on a regular basis. The proposal was greed subject to a security audit.
Hollingbourne
Finger post Itwas suggested that a finger signpost should be placed near the entrance to the Station Approach with directions to the village hostelries, the church and Leeds Castle. If Network Rail and Southeastern agreed, the clerk would contact the hostelries and castle to see if they would contribute towards the provision of the signpost. Crime report There had been eight crimes – two thefts from a vehicle at M20 junction 8 services; shoplifting at junction 8 services; criminal damage, Eyhorne Street; three reports of making off without payment, junction 8 services; one report of nuisance vehicles. Since the start of the year, there had been an increase in thefts of Land Rover Defenders. The police believe this is due to the cessation of the range and vehicles are being stolen to order. Defender owners are reminded to secure their vehicles and report anything suspicious to the police. TreesAquote for tree work around the Lance Memorial Field and particularly branches overhanging the playground area was approved subject to public liability documents being obtained. Local Plan The paper copy of the draft Local Plan had been received and Cllr Alan Benne would examine it and report back at the next meeting.
