Added to the bleak picture were concerns over the demographics, which show that more than half the trainers are aged over 50 and less than 3% are under 30, highlighting a potential shortfall in the medium term and the need to both attract and recruit new high calibre trainers while up-skilling the existing trainers.


In the midst of these concerns, however, there was much to celebrate in the results.


The six ‘Outstanding’ training providers were presented with awards by NSARE Chief Executive Gil Howarth. RT Training Solutions (Railtech Group); Vital Skills Training; Scot- Train; Nestrack; TQ Catalis; and Bridgeway were each recognised for their excellent standards of training.


70% of training providers inspected were judged ‘Good’ or ‘Outstanding’ overall, which from January 1 will be the minimum acceptable


for accreditation.


Network Rail’s head of professional development and training, Guy Wilmshurst- Smith, confi rmed that from next year, Network Rail will not take external training provision from anyone rated less than ‘good’. The ‘satisfactory’ rating is being scrapped and replaced with ‘requires improvement’ in line with a recent move from Ofsted.


The results also illustrated, not surprisingly, that some of the training providers have found it diffi cult to move from the compliance- based audit system to a process of continuous improvement, driven by self-evaluation.


While all trainers were able to demonstrate compliance with the requirements laid down by Network Rail (Sentinel Scheme Rules), there was limited evidence that feedback from learners and employers was regularly


taken into account; most processes had been developed to meet organisational and statutory requirements rather than being focused on learner needs.


There were also two providers, Silver Track Training Ltd and Amtrain (Midlands) Ltd who failed to reach even a satisfactory standard and were deemed to be ‘Inadequate’ in their provision.
