BRASIL – Nascimento pide más apoyo del gobierno
El Diputado Federal, Elmar Nascimento Presidente de la Comisión Especial del Marco Regulatorio de Juegos (de Azar) de Diputados, quien participó en el Congreso del Juego Brasileño, entre el 20 y 23 de noviembre en Sao Paolo, ha detallado puntos importantes acerca de la ley de juegos de azar que se tramita en la Cámara en su país, pidiendo una mayor participación del Ejecutivo para acelerar el proceso de aprobación del proyecto de Ley 442/91.
En conversación con la revista Games de Brasil, Elmar
Nascimento explicó por qué el proyecto de Diputados 442/91 requiere más atención del gobierno. “El gobierno tiene una base muy fuerte, tanto en la Cámara de Diputados como en el Senado; y ha sido capaz de adoptar las medidas que son impopulares,” dijo Nascimento. “Un gobierno que goza de las condiciones para aprobar enmiendas constitucionales, que requieren de 3/5 en las aprobaciones en cada Cámara para que se den con celeridad, puede hacerlo mucho más rápido para conseguir la aprobación de un proyecto de ley que necesita una mayoría simple en cada una de las cámaras “.

BRAZIL – Rep Nascimento calls for more support from the Government
Federal Rep Elmar Nascimento, President of the Special Commission to Regulate Gaming in Brazil, who took part in the Brasilian Gaming Congress, on 20-23 November in Sao Paulo, made some important points about the gambling bills in his country that are in process in both Houses. Nascimento explained why the gaming bill PL 442/91 needs more support from the Government. “The Government has a very strong base in both in Houses and has been capable of adopting measures which are unpopular,” said Nascimento. “A Government that enjoys conditions needed to approve constitutional amendments that require 3/5 support in each House to get results very quickly, should be able to get support that much faster to get the approval of a bill that needs a simple majority in each House.”
Talking about the possibility that the text under discussion in the Senate would be adopted before PL 442/91, since voting in the Senate on gaming bill PLS 186/2014 is scheduled for days 7 to 12 December, Rep Nascimento said that there is the possibility that both texts would be integrated, adding, “We will try to do a common text to be ratified. We know that our text is much better, and those the Senators themselves recognize that, but in order to make such changes permanent, we will negotiate this as soon as they ratify their project.”
With the approval of the law that regulates gaming in the country, Brazil will be a good option for considerable international investment, and this would generate jobs and opportunities throughout the country as well as much needed funds.

tramitación en el Senado se apruebe antes en Diputados, ya que hay una votación prevista para los días 7/12 de diciembre en el Senado, el diputado Nascimento dijo que existe la posibilidad de que ambos textos se integren: “Trataremos de hacer un texto común para que sea ratificado. Sabemos que nuestro texto es mucho mejor; y los propios senadores reconocen eso. Y para que los cambios sean permanentes, negociaremos esto apenas ellos ratifiquen su proyecto.”
