ZEELAND SEAPORTS IS READY FOR THE BORSSELE WIND FARMS
Peter Geertse: “The ports of Zeeland have no limitations”
TERNEUZEN There is a lot going on in the Zeeland region, especially when it comes to offshore wind energy. “For many companies, offshore wind energy is their salvation in light of slumping oil and gas operations,” says Peter Geertse, Zeeland Seaports’ Commercial Director. For Zeeland Seaports, it is primarily a source of diversification. Besides logistics and assembly, the region is increasingly focusing on Operations and Maintenance (O&M). Aſter all, wind farms, such as the Borssele wind farms, will also need maintenance. Zeeland Seaports and the various companies based at these ports ultimately want to become a one-stop shop in the area of wind energy.

Zeeland Seaports recently congratulated Vlissingen’s BOW Terminal on their deal with Scottish Power Renewables for the storage of 102 jacket foundations for the UK’s East Anglia ONE offshore project. This is the largest number of jackets that will be installed in an offshore wind farm. Apart from these jacket foundations, the deal also covers 306 pin piles. According to Peter Geertse, this is one of the latest developments in the area of offshore wind power. The foundations will be installed by Seajacks and Van Oord. All foundations will be shipped out of the port of Vlissingen, making this an important project for Vlissingen. The East Anglia ONE offshore wind farm will be located in the southern part of the North Sea, 45 kilometres southeast of the town of Lowestoſt in England. This offshore wind farm will comprise 102 Siemens 7MW wind turbines and produce a total of 714 MW of power. As soon as it goes live in 2020, this wind farm will supply 500,000 households with renewable power.
Wind farms Preparations for the building of large wind farms on parcels 1, 2, 3, and 4 near Borssele are meanwhile also well underway. Geertse: “There will be two 700MW farms, which means around 88 wind turbines at each farm. Parcel 5 will be a demo farm to trial the latest innovations.” Besides logistics, Zeeland has also been focusing on assembly in recent years. “Everything is so large these days, that everything is shipped in parts. Since a few years back, jackets are generally assembled here at the terminals,” explains Zeeland Seaports’ Commercial Manager. With the Borssele wind farms in mind, they have now also set their sights on O&M. Apart from being a transit port for wind turbine components, Vlissingen also wants to claim a slice of the wind turbine maintenance market. Geertse: “We are ideally placed for this.” In making his point, the Commercial Manager highlights the example of the Energy Port Zeeland platform. “With this platform, forty companies have joined forces to become a one-stop shop for wind energy.” The platform is intended to forge closer collaboration between the government, educational institutions, and the industry in various areas such as: Education & Labour Market, Research & Innovation, Public Relations & Communications, and Business & Business Development. Geertse: “If a client wants it, all their wind energy needs can be catered to from Vlissingen or Terneuzen. It is a dynamic and fast-growing market. Geertse: “In 2009, the companies at our port started tapping into offshore wind farm developments. We are meanwhile the market leader in offshore wind power.” Construction of the East Anglia ONE offshore wind farm is set to start in the 2nd half of 2017, while building work on the Borssele wind farms will start in 2019. potentially be operational in 2020. They are on a tight schedule and there is no room for delays. “Logistics is a very important part of building these wind farms,” says Geertse.
Diversification The focus on wind energy comes with diversification of Zeeland Seaports’ business, according to Geertse. “A new industry arrives, as the coal industry disappears. We want to grow on the back of this new industry. Our location works in our favour, as it’s central for suppliers. We are right on the coast, no need for ships to pass through locks, and we have good soil conditions. All construction and logistics activities are based at Sloehaven, while O&M activities are based at Buitenhaven. The various consortia are currently in the middle of a decision-making process on which suppliers to pick. Needless to say, Geertse hopes they will go for companies from Vlissingen, although he actually doesn’t even doubt that they will. “We have no limitations.” According to the people at Zeeland Seaports, they are leading the way in developments in the area of wind energy, as over twenty wind farms have meanwhile been built from Zeeland’s ports. Specialist companies based at Zeeland’s ports have already acquired extensive experience in the maintenance, dismantling, and assembly of offshore components. Aside from that, Zeeland Seaports will in the near future be able to organise sufficient numbers of qualified workers. The Borssele wind farms are a great source of direct and indirect employment. “I think the number of new jobs created could run into the thousands ,” says Geertse. “Just think of the electrical engineers, steel and construction companies, but also geologists and financial services providers that will be needed.” And finally, Zeeland Seaports’ Commercial Manager adds that Zeeland Airport is currently being converted into a heliport for the offshore industry. “What Den Helder is to the oil and gas industry. Work is underway at Zeeland Airport to enable it to handle helicopters that will fly wind turbine engineers out to the wind farms and back.”
New companies There is still plenty of space for new companies that want to set up shop in one of Zeeland’s ports. Pointing out that maintenance contracts for wind farms run for 25 years, Geertse sees a whole new industry arise aſter those 25 years: the dismantling of those very wind farms.

TERNEUZEN Er gebeurt van alles in regio Zeeland, vooral op het gebied van offshore windenergie. “Voor veel bedrijven de redding vanwege de inzakkende olie- en gasactiviteiten”, aldus Peter Geertse, commercieel manager van Zeeland Seaports. Voor het Zeeuwse Havenbedrijf betekent het vooral diversificatie. Naast logistiek en assemblage, richt de regio zich steeds meer op Operations en Maintenance (O & M). Windparken, zoals de windparken Borssele, moeten immers ook onderhou- den worden. Uiteindelijk willen de Zeeuwse havens en haar bedrijven een one-stop-shop worden op het gebied van windenergie.

Onlangs feliciteerde Zeeland Seaports BOW Terminal Vlissingen vanwege het feit dat deze terminal en Scottish Power Renewables een overeenkomst hebben getekend voor de opslag van 102 jacketfunderingen voor het Engelse offshore windproject East Anglia One. Dit is het grootste aantal jackets dat ooit is geïnstalleerd in een offshore windpark. Naast de jacketfunderingen gaat het om 306 pinpiles. Volgens Peter Geertse een van de laatste ontwikkelingen op het gebied van offshore wind. De fundamenten worden geïnstalleerd door Seajacks en Van Oord. Alle fundamenten worden getransporteerd vanuit de haven van Vlissingen en daarmee is het een belangrijk project voor deze haven. Het East Anglia ONE offshore windpark ligt in de zuidelijke Noordzee, 45 kilometer ten zuidoosten van de stad Lowestoſt, Engeland. Het offshore windpark heeſt 102 Siemens 7MW windturbines en levert een vermogen van in totaal 714 MW. Wanneer het windpark in 2020 operationeel is, levert het duurzame energie aan 500.000 huishoudens. Windparken Ook de voorbereidingen voor de komst van de grote windparken op kavels 1, 2, 3 en 4 bij Borssele zijn in volle gang. Geertse: “Het worden twee parken van 700 MW. Dat komt neer op ongeveer 88 windturbines per park. Kavel 5 wordt een demopark voor de nieuwste innovaties”. Naast logistiek richt Zeeland zich de laatste jaren ook meer op assemblage. “Tegenwoordig is alles zo groot en zwaar dat het in onderdelen hierheen komt. De afgelopen jaren worden de jackets veelal hier op de terminals gebouwd”, aldus de commercieel manager van Zeeland Seaports. Met het oog op de Borssele parken is het vizier nu tevens gericht op O & M. De parken kunnen er niet alleen voor zorgen dat de windmolenonderdelen worden overgesla- gen in Vlissingen, maar ook dat ze hier worden onderhouden. Geertse: “We zijn hiervoor in de juiste positie”. De commercieel manager verwijst onder andere naar het platform Energy Port Zeeland. “Hierin zitten veertig bedrijven die gezamenlijk een one-stop-shop willen zijn voor windenergie”. Het platform moet zorgen voor meer samenwerking tussen overheid, onderwijs en bedrijfsleven binnen verschillende thema’s
zoals: Opleiding & Arbeidsmarkt, Onderzoek & Innovatie, Profilering & Communicatie en Business & Business Development. Geertse: “Als de klant het wil kan alles op het gebied van windenergie vanuit Vlissingen of Terneuzen geregeld worden. Het is een dynamische en snelgroeiende markt. Geertse: “In 2009 zijn de bedrijven in onze haven ingesprongen op de ontwikkelingen rondom de offshore windparken. We zijn inmiddels marktleider op het gebied van offshore wind”. Het East Anglia offshore project start de 2e helſt van 2017, de Borssele parken worden vanaf 2019 gebouwd en kunnen in 2020 operationeel zijn. De planning is strak en er mag geen vertraging plaatsvinden. “Logistiek is een heel belangrijk onderdeel van de bouw van de parken”, aldus Geertse.
Diversificatie De focus op windenergie brengt volgens Geertse een diversificatie van het Havenbe- drijf met zich mee. “Een nieuwe industrie, waar de kolenindustrie verdwijnt. We willen meegroeien. Onze ligging is gunstig, centraal voor toeleveranciers. We liggen direct aan zee, men hoeſt geen sluizen te passeren en de bodemgesteldheid is goed”. Alle activiteiten op het gebied van constructie en logistiek vinden plaats vanuit de Sloehaven. De O & M activiteiten vanuit de Buitenhaven. Momenteel zijn de consortia keuzes aan het maken, wordt bepaald wie gaat leveren aan de windparken. Geertse hoopt natuurlijk dat voor bedrijven uit Vlissingen wordt gekozen, al twijfelt hij daar eigenlijk niet aan. “We hebben geen beperkingen”. Zeeland Seaports loopt naar eigen zeggen voorop in de ontwikkelingen rondom windenergie en vanuit de Zeeuwse havens zijn al meer dan twintig windmolenparken opgeleverd. Gespecialiseerde bedrijven in de Zeeuwse haven hebben al veel ervaring met onder- houd, demontage en assemblage van offshore-onderdelen. Daarnaast is Zeeland Seaports in de nabije toekomst in staat om voldoende gekwalificeerd personeel te organiseren. De Borssele parken bieden een keten van vele directe en indirecte werkgele- genheid. “Ik denk dat het al snel duizenden banen kan opleveren”, aldus Geertse. “Denk aan elektrotechnische specialisten, staal- en constructiebedrijven maar ook geologen en financiële dienstverleners”. Tot slot meldt de commercieel manager van Zeeland Seaports dat Zeeland Airport momenteel wordt ontwikkeld tot heliport van de offshore industrie. “Wat Den Helder is voor de olie- en gasindustrie. Zeeland Airport wordt daarvoor gereed gemaakt voor helikopter vluchten die windmolentechnici kunnen gaan transporteren”.
Nieuwe bedrijven Er is nog volop ruimte voor nieuwe bedrijven die zich in de Zeeuwse havens willen vestigen. Daarbij wordt het onderhoud aan de parken voor 25 jaar vastgelegd. Na die 25 jaar ontstaat er volgens Geertse weer een nieuwe industrie: het ontmantelen van diezelfde windparken.
