Public forumAresident of Bull Lanewas concerned about the future of Southern Water sewage works. Itwas agreed in 2006 that there would be no further expansion of the works, but there had been a noticeable increase this year in the size and number of HGVs going through the village. The clerk would make enquiries with SouthernWater and the borough council. The resident asked why Trenportwas proposing to build on grade 2 land when it had brown field sites available. The clerk said she understood the borough council’s policywas to increase the boundaries of existing residential areas such as Eccles, rather than create any further self- contained sites such as Peters Village. Cllr Gledhill wished to ensure Eccles residents that the threeward councillors would do everything in their power to preserve the ambience of Eccles village while ensuring that any other developments enhance the area, not destroy it. Local Plan The parish council’s response to the borough council’s draft Local Plan consultationwas agreed. Regarding Aylesford Quarry, the council said that the site provided a great opportunity for leisure and community use.Any development would have to give consideration to road infrastructure improvements. Blue Bell Hill pond site Some work had been done on tidying this and a delivery of some new treeswas awaited. Street naming Richard CorbenWay had been requested by RBLI for the development at the rear of Hermitage Lane. Parish councillors supported this with a second choice of CorbenWay.


East Peckham


Poppy Appeal The final total for 2016 had not yet been confirmed. To date, East Peckham had raised £2,910.43. Jubilee Hall and Playing Field Occupancy levels had decreased following the relocation of theWOKGym Club but there had been a rise in enquiries, some of which had been converted into bookings. The vending machinewas due to be removed from the premises. Work identified in the tree safety audit had been carried out. Year 6 children at East Peckham Primary School had planted three groups of young trees. Fingerposts While more work had been carried out, itwas disappointing that the project remained incomplete. CCTVAmeeting had been arranged with Chroma Vision to discuss the operation of the CCTV systems and the possible relocation from the Merry Boys pub. Signs Seven road closure notices would be ordered at a cost of £65 each. Christmas lights The Christmas lights had been a huge success, with many compliments received. Memberswere delighted that therewas a solid base with which to extend the Christmas lighting for future years. Itwas resolved to release the 10% retainer toMKIlluminations. The switch-on event had been a brilliant success. Thankswere extended to Cllr Page for her hard work. Volunteer SupportWarden Over the past year, KCC and Kent Association of Local Councils (KALC) had piloted a scheme to enhance the communitywarden service by providing Volunteer Supportwardens to work alongside communitywardens.

Starting from 2017/18, KCCwanted to offer the scheme to local councils. Members recalled that East Peckham had been selected to participate in the pilot scheme, but after two failed recruitment campaigns, had withdrawn its interest. It declined this opportunity. SalvationArmyAgrant of £500 would be made towards a carpet in the hall. Vacancy Cllr Murray Hodgson had resigned. Pre-school The pre-school had closed with immediate effect. Members expressed sadness at the loss of a village amenity and hoped that it would not be too long before a new pre-schoolwas established.


KingsHill


Vacancy Mrs Kilvingtonwas co-opted to fill the vacancy on the parish council. Itwas resolved to write to the unsuccessful ones, encouraging future engagement with the council. TVAfter discussion on the purchase of additional TVs and cabling at the Sports Bar costing about £600, itwas resolved that the parish council would have an overspend on the maintenance budget for the Sports Park. Extension The application to extend the hours at the Pavilion at the Sports Park had been submied andwas out for consultation. Neighbourhood Plan Itwas agreed to investigate the parish/neighbourhood plans of similar development parishes and to hold an informal meeting with Tonbridge and Malling Council to discuss what could be established from a neighbourhood plan. Leybourne


Vandalism Cllr Bob Ulph reported that cars, houses and the windows at the village hall had been sprayed with a liquid. CCTV had identified the culprits and had been passed to the police for investigation. Parking at Mead The parish council had been approached by residents regarding inconsiderate parking. The cul-de-sac has two hammerheads and paving tand itwas noted that all households have driveways, causing issues for emergency services access. The parish council would ask the borough council to consider double yellow lines. Youth bus County Cllr Sarah Hohler reported that the request for a youth bus by the PCSO at Leybourne had been raised with KCC’s youth services. She would continue to investigate youth facilities. Traveller incursionAmeeting had been held with the borough council to discuss possible preventative measures for Castle Way. The issue would be discussed at a public meeting. Community PaybackAgreat job had been done on open space which backs onto properties in Rectory Lane North. The team was due to clear vegetation at Oxley Shaw Lane and itwas suggested that the area along Lillieburn could do with a tidy-up.


Mereworth


Police report No crimes had been reported in the month preceding the meeting but there had been one call in relation to nuisance motorbikes. Poppy Appeal Itwas agreed to make a


donation of £50 in relation to the wreath laid by the parish council on Remembrance Day. Clerk’s review The clerk had logged the number of additional hours taken up with Mereworth Village Hall (MVH) duties over the past three months. Itwas agreed that an additional five hours per month be paid. Precept Government grants, financial arrangements with parish council and churchyard grantswere all to be removed in the coming financial year and parish councils would have to raise their precept to cover this. The clerk had worked on budgets and estimates for 2017-18 and had circulated them.Aprecept of £27,520was agreed. Grounds maintenanceAquotation had been received from Kent Landscapes for 2017-2019. This had increased by 2% over four years from 2015. Itwas agreed to accept the quote. Land sales Itwas agreed that the proceeds of the land sales be placed in the reserve account and renamed capital projects. Village hall car park It had been reported that in heavy rainfall the recently- constructed drainage gully did not prevent rainwater flooding the pre-school’s outdoor play area. The neighbouring householder had been asked to repair the guering. Children’s choir The meeting heard that the choir had produced a CDfor sale. Parking signs Kentish Stone had installed four no parking signs at the south corner of The Street and Seven Mile Lane. White lines KCC had agreed the project for white lines on the north side of the street eastwards as far as and including No 59 Springfield, with a continuous line between Nos 57 and 59 and gateways either side of Nos 69 and 71. Itwas agreed to ask for the lines to be continued even further to No 61 The Street. Kent Highways had indicated that this would have to be paid for by the parish council but the clerk had not received an estimate. Itwas agreed to ask for continuation of the lines across a further seven gateways where the traffic problems arise. Cllr AndrewWells would speak to the residents involved. The clerk would ask Kent Highways about this. Allotments Rental invoices had been posted and paymentswere now being received. Play area Repair materials for the safety surfacing had been sourced and a test area found to be acceptable. The cost of repairs was to be £265. Itwas agreed to go ahead. BT phone boxes Two boxes in Mereworth were to be removed as they had not been used in the last year. Therewas an opportunity for the parish council to buy a box, but itwas agreed not to take this up.


Oam


Local plan Therewas only one local site that Cllr Frankling thought would affectOam – the proposed site onOamRoad, which has approval for 70-80 homes. Cars from this site are likely to come out and through Oam. This is a single track road in places, the exit intoWest Malling is already difficult and this would push more traffic through Oam. The expansion of Kings Hill would make this problem worse. Cllr Frankling suggested the proposed site by the A20 junction would be beer as access would be on to the A20.
