Obnoxious and litigious, owner is nerve-wracking but not law-breaking Consumer Advice

Question: Our problem is that we have one owner who makes life a living hell for the board and the other owners. We are a small condominium building of less than 40 units.
This one person, who is constantly causing problems, was formerly a director and our president, but he is now a felon and can no longer serve. He is a very vindictive, evil person, who I guess feels we are responsible for his crime. No one in our building wants anything to do with him. He is constantly calling the state,
county and city with
complaints regarding the building, and he always wants to file a lawsuit for something. The board has had to spend so much money on lawyer fees because of this one person — this had been going on for at least five years.
As an owner, what can I and the other owners do. Do we have any legal rights to get this person to stop? I am not a board member, and truthfully we have very few owners who want to be on the board because they do not want to have to deal with this person on a day-to-day basis. Moving out and selling is not an option, due to the fact that most of us purchased our units when the market was high. Answer: Unfortunately, the situation you describe is not uncommon. I always tell my clients that people come with their own baggage, and that baggage doesn’t
change simply because they have moved into a shared ownership community. You can’t change a person’s essential nature. There are good people and bad people, and friendly people and obnoxious people. Unfortunately, living with a troubled person is especially difficult in a condominium, due to the closeness of living, and the essential nature of shared ownership.
