Commission from Portsmouth for Marina Projects
A
ppointed as part of a wider professional team, Marina Projects Ltd will be advising
Portsmouth City Council (PCC)
on its City Deal Project at Tipner West and Horsea East. The site lies immediate adjacent to the M275 on the West of the city and includes the Ministry of Defence Firing Range site, which will be transferred to PCC as part of the City Deal initiative, which will release £47 million of Government funding. The project envisages a
significant residential development to help towards the City’s housing needs and a major employment site focusing on marine industries and advanced technologies. The professional team is being
led by Savills in their capacity as Planning Consultant and in addition to Marina Projects also includes Gensler, the masterplan architects and WSP/ Parsons Brinkerhoff, who are providing support on engineering and environmental issues. The focus for Marina Projects
has been to undertake a detailed site appraisal that considers the various site constraints and reviews the opportunities to maximise access to the water. Commenting upon these issues, Mike Ward, Managing Director, noted: “Waterfront sites for marine
employment use are in short supply and under real pressure from competing uses. The growth prospects for the sector, particularly across the Solent, are significant, but there is a danger that this potential won’t be fulfilled unless new waterfront employment sites are developed. This initiative from PCC, with wider support across the region and within Government, should be welcomed by the industry. A key
part of our role will be identifying what is possible and how best to maximise the opportunity whilst recognising the significant planning and environmental challenges. Maximising the access and connections to the water will be fundamental in unlocking the site’s potential”. The second phase of work that is
currently ongoing relates to identifying the scale and nature of demand from across the marine and maritime sectors. Marina Projects is undertaking a signifi cant piece of analysis and is engaging with companies across various sub-sectors of the marine economy. Mike Ward added, “The pressure on waterfront sites is undoubtedly constraining growth of the industry and this is refl ected in the very positive levels of interest from across various sub-sectors of the marine industry, including: commercial vessel repair/refi t; superyacht new build and refi t; marine renewables; autonomous vessels; and advanced composites. This depth of interest is further supported by demand from the marine sector supply chain, much of which is involved in activity across various sub-sectors of the marine economy. We are keen to expand the evidence base to support the proposals and I would welcome contact from any marine business that has an interest in expanding facilities or setting up in the Portsmouth area”. The masterplan is set to be
completed by the Spring of 2017 and there will then be to be a period of public consultation. In addition to the Government funding, as part of a long-term programme, the project is anticipated to leverage investment of more than £800 million into the City. Marina Projects Ltd
