n Sept. 3, 2015 the first Latin American Congress on Drug Free Workplace “Maximiza” was held


in Santiago, Chile. DATIA was a sponsor of the event, which was hosted by Global Partners and supported by the Chilean Ministry of Transportation. The purpose of Maximiza was to discuss the effects of drug and alcohol in the workplace with a focus on the latest improvements in products, testing protocols, drug and alcohol policies and the exchange of local and international experience. American countries, who not only desire to implement a regulatory system similar to the Department of Transportation (DOT) rules in the United States but to establish their own drug and alcohol testing infrastructure. Tis would include labs based in Latin America (currently all samples must be shipped to U.S. locations) and a network of industry professionals working together, based on the DATIA membership model. Participants ranged from government officials and physicians to those representing the mining, construction and transportation industries. This event was the brainchild and


passion of Global Partnership owners, Eduardo Solis and Patricio Labatut, members of DATIA’s International Committee. Their vision included bringing the DATIA experience to Latin America and showing their colleagues firsthand the type of support and expertise available through collaborative efforts, experienced when they attend annual DATIA conferences each year. They also desire to create a model of safety in Chile that utilizes lessons learned from U.S. experts. Labatut and Solis were able to


successfully petition the U.S. DOT and granted permission to have Patrice Kelly, Acting Director of the Office of Drug and Alcohol Policy and Compliance (ODAPC) visit Chile on a diplomatic mission as an ambassador for drug free workplace protocols. Both Director Kelly and Deputy Director Bohdan Baczara visited the Chilean governmental ministry leaders through the week, responding to questions and bringing clarity to how and why 49 CFR Part 40


is vital to transportation safety in the United States. Te conference itself kicked-off with


beter than expected atendance and the warm enthusiasm of the welcoming Latin American audience, eager to learn from a team hand-picked by Global Partners that would lend a full spectrum of experience and expertise to participants wanting a regulatory framework implemented that will serve their citizens well in the areas of workplace productivity, corporate social roles, occupational health, work safety, and improved life quality. In addition to ODAPC representatives; speakers included the Chilean Minister of Transportation, Andres Gomez-Lobo; CEO of Compliance Information Systems, Eric Quilter; Director of Science and Technology for Quest Diagnostics Laboratories, Dr. Barry Sample; President of Nationwide Medical Review and DATIA International Commitee Co-chair, Brian Drew; and myself, DATIA Board Member representative and Chair of the Marijuana Education Outreach Commitee, Jo McGuire. Patricio Labatut opened the day by


introducing the immediate need for the creation of safety standards that will improve public health and safety as well as decrease liability for the nation. For example, rates of alcohol use amongst employees in the Chilean mining industry are the highest in all of Latin America and are on par with Russia, where no such safety standards or regulations exist that mirror what the United States. It was stunning to hear Eduardo Solis’ telling introduction of guest speakers by proclaiming, “We say these U.S. friends come from the future!” For the desire is that our present reality is their future hope for safe and drug free workplaces.
