That bill would allow only drivers ages 19 years and six months to 21 years to drive between states that enter bi-state agree- ments. Only six bi-state agreements would be allowed, and only 10 motor carriers could participate in each agreement. A task force would make recommendations for the length of time for a “learner’s permit stage,” travel distance restrictions, and
other facets. As with the Senate version, drivers could not operate special configura- tions or haul hazardous materials. For the Maryland Motor Truck
Association, the two bills are a start but don’t go nearly far enough. Louis Campion, president, said the MMTA would prefer a graduated CDL with a 300-mile allowance. “In a state like Maryland, if you get on

drive in Texas or California for hundreds and hundreds of miles if I’m 18, 19 or 20 years old, but because of a line on a map, I can’t drive 15 miles in a lot of locations in Maryland before I hit a state line.” Howard Levine, founder of Frederick-
based Ramar Moving Systems, said the 100-mile radius wouldn’t help him enough. A 300-mile radius would get his trucks to and from a lot of locations within a day and make it possible for him to hire drivers under age 21. Maryland’s small size and proximity to
other states aren’t the only reasons the cur- rent system isn’t working for the state. Under current law, goods that arrive at the Port of Baltimore are considered “inter- state” even if they are being transported from the water’s edge to a distribution cen- ter five miles away. With its 50-foot chan- nel, Baltimore is ready for the huge ships that will be traveling through the expand- ed Panama and Suez Canals. But somebody has to drive the trucks.
