Community association (DCA) The chair- man and clerk had attended the annual meeting. Topics had included funding for decorating the centre and a review of hire fees.Asubstantial increasewas likely due to no increments since 2009. Provision of wifi would be considered with the possibility of cost being passed to those whowished to use it. The parish council’s suggestion of the centre becoming carbon neutral would be discussed at the association’s next meeting. If agreed, a working group would be set up. Play areasAresident of Longham Copse had requested 2ft to be cut from the top of the hedge next to the play area. The request had been passed to the contractor.

in Dunn Street, Bredhurst. Two vehicles were damaged in Hockers


issue in case the contractors came to Harriet- sham. Their sales practices did not comply with trading standards as residentswere not being informed of their seven-day right to cancellation. Also they had been pressuris- ing homeowners.One had been visited four times, two of whichwere in the local shop. He asked to be informed if anyone in the vil- lage received a visit so that he could attend and hopefully obtain registration details to pass on to trading standards officers. Planning The existing neighbourhood plan was out of date and no longer aligned with the Maidstone draft local plan. Itwas agreed to use some of the base material from the ex- isting document and write a new neigh- bourhood plan. Thiswaswith the caveat that the parish council did not incur further substantial costs as £21.5k had already been spent on the old one.Any funding/external support would need to be secured via grants. Itwas agreed to produce a village design policy. This could be used by the parish council, even if the neighbourhood planwas not complete, with Maidstone Council when detailed designswere being developed for the Mayfield and Church Road sites. Website The newwebsite – www.harriet- shampc.kentparishes.gov.uk –was now up and running. Itwas created free of charge and would save the parish council at least £400 a year. Apple treeAn apple tree in Woodlands Walkwas to be removed because itwas dan- gerous and a resident had offered to fell it at no cost to the parish council. The treewas full of crab apples and these would be re- moved and left in a convenient place for any jam makers in the village. Glebe Field Itwas confirmed that the tem- porary bunds would now be a permanent solution. The parish council would hire a mini digger with driver to level out the bunds so that they could be planted up to look more attractive. FinanceAdetailed discussion took place on several items. The appropriate level of re- serves would be between £22,000 and £44,000 in the general fund and the finance committee had agreed that the parish coun- cil should aim not to go below £33,000. Cur- rent predictionswere that the reserves would be about £34,800 at the end of the fi- nancial year. Cllr Trussler stated he would like to see the reserves rise to £45,000, which would require the parish council to look at austerity measures and a gentle precept rise over forthcoming years. Remix Itwas noted that the group wished to purchase sound equipment costing £3,000


from a lottery grant. Thiswas subject to reaching an agreement with the Village Hall Trust over the use/hire of the studio and also the revenue income arrangements being de- cided. Itwas agreed to purchase the equip- ment, subject to the agreements being put in place.


Register of volunteers Therewere lots of in- teresting people in Harrietshamwith strengths thatmight be of assistance to the parish council. Itwas suggested that a regis- ter be created of volunteers willing to assist with different tasks, as required. Invitation As in past years, the mayor of Maidstone would be invited to the January meeting. The clerkwas asked to arrange sandwiches and the chairman would arrange the wine with his allowance.

Highways Residentswere reminded to re- port sightings ofHGVs to the clerk or on the parishwebsite – www.Leedskent.org.uk.A photograph and/or registration number are needed. SpeedWatch and LorryWatch Steady progresswas being made with Kent Police on setting up a SpeedWatch group. The Leeds spotters logged 88 overweightHGVs duringAugust, mostly with photographs. All details had been passed to KCC and the police for follow-up. Playing field The swing seats had been re- newed which completed the 2015 safety check recommendations. Dog ownerswere putting dogwaste in the litter bin in front of the pavilion, but thiswas not for this use.A Maidstone Council binwas located just out- side the car park, by the barrier. Due to the success of Loose Lions football club, parking on Sunday morningswas becoming a prob- lem in adjacent roads. The parish council was looking atways to resolve this. Fly-tipping Rubbish in George Lane and be- hind the sports pavilion had at last been cleared by Maidstone Council. Litter Continued litter build-up in and around the clothing and bottle banks in the church car park had led to the parish council reluctantly deciding to have the banks re- moved and not replaced. Details of how res- idents could dispose of clothing and bottles would be posted on the parishwebsite and noticeboards. Maintenance The village benches, notice- boards and ceramic notice in the entrance to the church had all been refurbished and new plants placed in the beds around the village.
