CCTV Cllr Peter Street said the systemwas working well although some minor adjustmentswere to be carried out. He would be arranging training with Cllrs Claire Day and Lorraine Baseden. Fingerposts Heritage Signposts had confirmed that the extended period on indoor seasoning had paid off as the oak postswere dry and ready to work on. Village sign The damaged sign had been recovered. The insurance payout of £1,000 had been returned to the insurer which had been advised that the cost of repair would be £325. The parish council would receive a lower selement after the deduction of the excess of £250. Allotments The borough council had granted planning permission for the storage container. Total Building Care had been asked to prepare the site. Then a second-hand container would be bought and installed. All three containers would then be painted a muted green to blend in with the surroundings. An allotment holder who kept bees on his plot had provided a copy of his insurance documents. Itwas resolved that the council would write to the developer and KCC asking them to reconsider the type of use class they would consider when tendering the land to ensure a wider variety of elderly accommodation types. Budget The 2015/16 budget was approved and the parish precept was set at £215,938. Youth club An update on its futurewas received. The annual meeting of the club was to be held in March and it would write formally to the parish council afterwards.

Recreation areasA meeting had been arranged with the borough council regarding securing local recreation areas. Roundhay parking Boroughward councillors would liaise with the resident after a PCSO visit to the troubled spots. Budget The parish preceptwas frozen. Pharmacy MP Sir John Stanley had lobbied the health secretary Jeremy Hunt who had replied that the body licensing pharmacies was independent and thus outside his sphere of influence. Mr Stanley had also asked for approval to the application by Sunil Chandarana to open a dispensing chemist in Leybourne. WWI centenary The cost of the proposed granite posts for the memorialwas too high and an ornamental metal fence alternative was being investigated.A further death certificate had been secured for the records. Risk assessment The potential for the council’s flashing Christmas tree lights to trigger epilepsy was discussed. Members decided the situation could be avoided by using the lights in the permanently illuminated mode. Seven Mile Lane Councillorswere pleased with the effect of the roundabout and noted that the lights had been switched on. The parish councilwas pleased with the speed with which Kent Highway Services had responded to issues raised but were concerned about the rapid deterioration of the road surface between Teston Road and Wrotham Heath Golf Club. May Day working group Money had not been distributed by the group for about two years while they saved for repairs to the garage. This year there was about


£2,000 profit which had been donated. The group wished to remain part of the parish council. Annual meeting The clerkwas to check the availability of the hall on April 24.With the approaching general election, prospective candidates could be invited to discuss their plans for villages such as Oam. Teston Road playing field The village contractor had been asked to cut the grass again, but it had been toowet. He would also clear some tree branches which had fallen. CllrWendyWilliamswas to check the play area every twoweeks. Notice board The village hall notice board belonged to the parish council but needed replacing. CllrWilliamswas to obtain quotes. Playing field Part of the field next to a neighbour’s hedgewas covered with stones. The contractor would be asked to quote to cover with top soil. Calendar Itwas agreed to run a photographic competition for a 2016 calendar after the success of the 2015 calendar.Winning pictures will be displayed at this year’s May Day event. Maintenance contractA request for a quote was to be sent to the current contractor, with the following changes from last year’s contract: remove the requirement to clear the bus shelter; include strimming the verge at Aldon Lane on the corner before the rocks; the village green should have more cuts throughout the year; and cuings should be collected at least four times a year as and when needed. Landfill site Cllr David Streonwent to a site meeting to discuss an alarming increase in noise levels. Sheds There had been some break-ins. Planning The parish council objected to the planning application at Ryarsh Farm Livery Stables for a class B8 storage unit with ancillary B1 office use. Election Nomination packswere available from the borough council for anyone wishing to stand as a parish councillor. Potholes The clerkwas asked to report various potholes in the village and a damaged manhole cover on The Street. Hall Ryarsh Rural Community Council was installing external lights outside the village hall. LightsA start date for the upgrades to the streetlights in the villagewas awaited.


Troiscliffe


Village hall The village hall commiee had asked for signage to the hall. Itwas agreed to check the sign by Millers Farm but the parish councilwas not in favour of more signs in the village. Vigo HillA leer from a resident to Kent Highway Services asked for a reduced
