Police report The spare wheelswere taken from beneath parked cars and a carwas stolen from the drive of a property in Church Road, Oam.A delivered parcel was stolen from the back garden of a property in Church Road. Defibrillators The electrician who had installed the defibrillators would be carrying out the monthly inspection. Itwas believed that the power had been reconnected to the BT box at the Jet garage. UK Power Network had visited the site and reported that the fuse had been removed andwas siing on top of the switch. The clerkwaswaiting for the electrician to reinstate the fuse. Seven Mile Lane The clerk had reported to KCC that some of the recently erected signage had blown down at the roundabout. It would seem that the foundations for the posts for these signs were substandard. The contractor had acknowledged this and the signswere to be re-erected. The remaining signs would also be checked. No additional costs would be incurred. The schemewas now in light, although the columns on the south side were still original. These would be changed when new columns came into stock. SpeedWatch More sessionswere planned and more volunteerswere still required. Kent Men of Trees The supplier of the trees for the competitionwas trying to source a sessile oak sapling. Itwas resolved to plant this on the East Street North village green. Recreation ground Cllr Peter Robinsonwas geing some quotes for replacing the items whichwere in a poor state. Itwas noted that assistance would be required with funding for this. Grass cuing The clerk had obtained three quotes for the maintenance of the village greens for 2015/16. Itwas resolved to appoint TWIG Trading again at a total cost of £1,700 plus VAT. Online banking The application for online banking had been submied but NatWest had not yet responded. Budget Itwas resolved that the precept for 2015/16 should be £19,191.06, including the council tax support grant of £596.38. This was the eighth year that members had resolved not to increase the precept. Damaged signA damaged sign on the A20 near the layby at the junction with Troiscliffe Road had been removed and the new onewas due to be erected. Parking sign The sign which used to be near the layby on thewestern side of Stubblesdown on the south side of the A20 needed to be reinstated. KCCwas to decide on the request. Village hallA sign giving directions to the village hall on the west side of Park Road waswanted. Pothole The clerkwas to check that the pothole on St Vincent’s Lane had been filled.


Blocked pavementA request had been made regarding branches of conifers, possibly on Seekers Trust land, whichwere blocking the pavement in Troiscliffe Road. KCC would need to write to the landowner. New signs The owner of the golf club had put up another sign on the A20. The owner of Hernewell Farm had put up signs on the A20 again and another sign advertising a show in Culverstone had appeared on the

A20. Village sign The highways steward had told the clerk that a village sign had been ordered for outside Stubblesdown. Cars for sale The clerkwas asked to write to planning enforcement at Tonbridge and Malling Council again to explain the council’s frustration that nothing could be done to stop the owner of Stubblesdown parking and selling cars on the highway verge. The verge and village sign had now been damaged on several occasions. Dry stream Two officers from the Environment Agency had met with the clerk and Cllrs Robinson and Stephen MacDonald-Gay to discuss the problem at the recreation ground. It appeared the situationwas due toweather conditions. Footbridge The public rights ofway department had said the closure of this path was due to expire and would not be renewed. It claimed the path was good to use but was not on the definitive route. Open spaces Members considered three quotes for replacing the broken posts on the green with the same wooden posts. However, therewas concern that the wooden posts appeared to rot very quickly given the soil conditions on the green. The clerkwas asked to look at the feasibility of alternative materials and to obtain quotes. Troiscliffe Road parkingA resident had expressed concern about the hazard of contractors parking outside the development at Blackmans. Members resolved to ask KCC to install a double white line in the centre of Troiscliffe Road from the A20 to the motorway bridge. Parish plan Cllr Robinson suggested it would be helpful to update the parish plan and to consult parishioners. Jet garage The clerkwas asked to try and find out who had bought the land next to the Jet garage on the A20.


Birling


Ham Hill The chairman reported on a meeting of the Ham Hill Liaison Commiee. Mr Chienden, whowas co- opted by Birling Parish Council to aend, was accepted as a member as the terms of reference did not preclude non-elected councillors and hewas then accepted on to the commiee. Precept Itwas agreed to include contested election costs of £1,222 plus an increase of £350 in the precept. Roads The clerkwas asked to report to Kent Highway Services that the ‘Slow’ signs either in Ryarsh Road needed refreshing, as did the white lines in Bull Road. The 30mph sign at the gateway needed cleaning. Resignation Cllr David Hopper tendered his resignation due to his imminent move andwas thanked by the chairman for his hard work. Cllr Sylvia Spooner offered to take over aswebmaster and Cllr Hopper would liaise with her about training.


Dion


Station Road Borough Cllr Carol Gale said the provision of a footpath in Station Road was currently with KCC’s legal team to investigate how this could be achieved. It would mean confirmation from residents for the use of their land as the footpath. It was noted that KCC would maintain it and should it cease to be a footpath the land


would be returned to residents. The Ford Members thanked KCC Cllr Peter Homewood for approving funding of £850 towards the traffic prohibition order for The Ford. The clerk would contact the funding officer at KCC to obtain appropriate forms for completion. The full cost would be £1,000 and the remainder would be funded by the parish council. Election Itwas noted that if therewas a contested parish council election on May 7, the count would not take place until Monday, May 11, the date of the annual parish council meeting. This meeting would be changed to Monday, May 18. Rev Priscilla Payne Correspondencewas received from the Rev Priscilla Payne that shewas relinquishing her duties as assistant minister. Thanks would be given to her at an appropriate event. Dances Approvalwas given to hold a Christmas dance with Todd Miller and the Joe Loss Orchestra on Saturday, December 19 and a New Year’s Eve dance with the Peter Elligate Show Band. The ticket price would remain at £17 each. Police report Two horse rugswere removed from the animals’ backs in a field in Kiln Barn Road.A cat belonging to a resident in Orchard Grovewas injured by whatwas believed to be a pellet. An aemptwas made to break into a car parked on a driveway in Pear TreeAvenue and the vehicle roofwas damaged.A building in the grounds of Cobdown Sports and Social Club had an upstairs window smashed.A tyre from a vehicle parked in the driveway of a property in Primrose Drivewas found to have a Stanley knife blade embedded in it. An aemptwas made to break into a property in Dion Place. Annual meeting The annual parish meeting will be held on Monday, April 27 and will keep the same format as last year. Questions should be submied in advance. Anyone who had made an outstanding contribution to the village could be nominated for an award. Clubs and local organisations would be invited to speak.


East Peckham


Flood defences Borough councillor Howard Rogers drew aention to the allocation of £500,000 towards flood defences in Tonbridge and Malling. Itwas hoped work to improve the East Peckham dam would be complete by summer 2016. PCSO report Incidents reported in the previous month included one burglary, two thefts from vehicles and one theft. Council vacancies Murray and Amanda Hodgsonwere co-opted onto the council. Garry Harrisonwas interested but hewas not yet eligible to fill the remaining space on the council. Jubilee Hall Regular bookings remained constant. There had been an increase in casual booking enquiries and a revised regular activity schedulewas available. Maintenance Tonbridge and Malling Council had decorated the sports hall ceiling and internal doors, serviced the boiler, tested thewater systems and undertaken other maintenance works.A faulty fan had been replaced by RBS, which had used the scaffolding tower belonging to the borough council, saving more than £300. The fluorescent lights in the kitchen were in poor condition and
