Kingswood PlanA final proposal for the neighbourhood plan was put forward to Maidstone Council for its agreement so that its consultation period can commence. Policing No crimes were reported in the previous month, but two incidents of anti- social behaviour involving nuisance youths were reported in Charlesford Avenue and Gravelly Boom Road. Complaint The response received by a resident from the police commissioner regarding a complaint about the unsatisfactory policing of HGVs on the rural roads in the area was felt to be totally inadequate and unhelpful. Bypass Cllr Hoy had received reports that KCC and Maidstone Council had come to an agreement regarding the Leeds bypass. The clerk had made enquiries and asked Cllr Jenny While to investigate further. The Leeds clerk confirmed the statement was correct and was made by KCC Cllr Gary Cooke to a Leeds Parish Council meeting. Leeds was now requesting feedback on the proposal from neighbouring parishes. Councillors agreed that improvements to the local basic infrastructure were required. However, before offering support they wanted to know the route of the proposed bypass/spur road, whether there was any associated funding and upgrading of neighbouring single track roads that would feed on to any spur road. Planters It was resolved to speak with the handyman, and if he was happy with the proposed Manchester planter the clerk would order eight. It was agreed that there would be a plaque withWelcome to Broomfield and Kingswood on one side of each planter. Peter Pease Close The properties were now all under offer. Milestone KCC was progressing the repairs to the milestone on the A20 after information from the Milestone Society. Footpath After the agreement with Derek Morgan regarding the permissive footpath to the sports field, KCC had been notified of the intention to pursue this option. The clerk was awaiting further information from KCC.


East Farleigh


Crime report PCSO Mahew Judges sent in a report of crimes: a burglary in Forge Lane; a burglary in Dean Street; burglaries other than dwelling in Heath Road, Dean Street, Gallants Lane and Forge Lane; a theft in Dean Street; criminal damage in Dean Street and aempted burglary at The Green. Flood kit The clerk had received the container for the flood items and the council needed to fill it and place it at The Bull. Locks had been obtained. The clerk had finished the flood plan and circulated a final copy to the council. Budget The council received and agreed the final budget. The clerk had received notification that the LTCS grant for the next financial year would be £2,076, so she would be requesting a precept of £31,514. The band D amount will be £48.75 in 2015/16, an increase on £1.30 on this year. Car park TripleMhad topped up the surface in the car park and the parish

council was to inspect it. The replacement trees had been delivered and Pearsons had planted them. The clerk was to ask if they had enough trees to cover the area. If not the council had sanctioned the purchase of up to 50 more trees. Three signs banning dogs would be put up at the main car park gate, the pedestrian gate and the lower gate.


Bridge working party DHA had been asked to draw up a further draft of the feasibility study. Lighting was discussed. Speed camerasA camera costing £40,000- 50,000 was beyond the council’s budget so the council was investigating other options with Kent Highway Services. Buildouts at each end of the 30mph zone on Lower Road were looking like the most practical option. It was agreed to approach MP Helen Grant to request a meeting to discuss the maer. Dog messA lot of mess was being left on the footpath KM32 (from Lower Road to Gallants Lane). It was agreed to buy a dog mess bin to mount on the finger post opposite Hydeaway.


East Suon


Crime report No crimes had been reported for this period but there were two calls to the police regarding poaching and a dangerous dog. Play area The surface was still covered with pine needles. It had been swept and would be sprayed.


Hunton


Co-opted Annee Trought was co-opted onto the parish council to fill the vacancy left by the sad and untimely passing of Les Leonard. Police briefing PCSO Mahew Judges reported there had been a non-dwelling burglary in Shinglebarn Lane, cable stolen from a telegraph pole inWater Lane and a number of muggings on the Medway towpath between East Farleigh and Yalding. Parishioners reported two recent break-ins to outbuildings where bolt cuers had been used to remove padlocks. Huntonwatch would be seeking a new co- ordinator for the Grove Lane area. West Street Work was underway to resolve the ongoing issue of flooding outside Gudgeons inWest Street. Cllr Sawtell had managed to coordinate the clearing of the ditches by Maidstone Council and the cleaning of the drains by KCC and had discussed the problem with the landowner of the field opposite who was willing to move the gate to try to prevent mud from clogging the drainage system. Kerbing KCC had provided an estimate of £25,000 for the installation of kerbing alongside the playing fields to prevent erosion of the road surface and damage to the hedge. Cllr Ron Porter had been negotiating a reduction in the council’s share of the cost. Cricket pavilion Work was progressing. Building regulations approval and the foundations were expected to be in place by the end of January with the building erected by March. Conservation Councillors were considering applying for conservation area status for either the George Street/East Street area or for the village as a whole


and wondered if this would help prevent inappropriate development. They would seek an opinion from Maidstone Council.


Langley


GrasslandsAt the community warden’s surgery concern was raised about parking at Grasslands. The clerk was to invite an officer from Kent Highway Services to visit. Crime report Two crimes had been reported: the theft of contractor plan from the roadwork area in Horseshoes Lane and the theft of a bicycle from the Gullands area. Play area The inspection had revealed some problems and the clerk was arranging repair with Maidstone Council. Annual meeting The clerk had booked Langley Village Hall for the annual parish meeting on May 26. However, it was pointed out that this was half term week, so other dates would be investigated.


Loose


Neighbourhood planning Borough councillor John Perry spoke about the importance of Loose Parish Council taking on the neighbourhood planning process. SouthernWater Work had been carried out at the pumping station. Air lines of the pumps had been cleaned. Traffic noise It was felt there was not a lot that could be done about noise and vibration on the A229. It was reported that bollards had been knocked down. The clerk was to notify this to Kent Highway Services. KALC awards It was agreed to adopt the community awards scheme and to nominate the late Cllr Roy Hood for his devotion to the parish and long public service. Meetings policy A draft policy had been put together by the clerk and it was agreed to adopt this. Notices informing the public that meetings could be filmed, recorded or published would be displayed during each meeting of Loose Parish Council. The chairman would also let the public know about this change before each meeting. Members’ allowances It was agreed that no members’ allowances would be claimed by councillors in 2015/16 and that out-of- pocket expenses would be reimbursed in full. Travel allowances would be paid in accordance with the rate set by the Maidstone Council remuneration panel.


Marden


Police report Three crimes had been reported since the previous meeting: damage to a vehicle, a theft from a bicycle and a case of criminal damage. Sheep worrying at Marden Thorn was being investigated and an abandoned vehicle had been removed from the car park. Community warden The loan shark awareness work was ongoing, as was the campaign regarding scam leers. Leaflets and DVDs were available. Local needs housingA resident expressed disappointment that the application had been turned down by Maidstone Council. Resignation Cllr John Rawlinson had submied his resignation.
