Mereworth


A228 Itwas confirmed that plans would be drawn up for the A228, following approval of the Kings Hill phase 3 application, and that the parish council would be consulted as soon as these became public. The proposal included traffic lights to allow traffic from the east to exit Kent Street. The chairman thanked resident Gloria Baston for her hard work in this regard. Police report One crimewas reported – the theft of a large industrial lawnmower from a trailer. KCC report KCC Cllr Mahew Balfour had agreed to use some of his budget to help fund the proposed single yellow lining in The Street providing passing places for drivers at school times. Parking The chairman suggested that the parish council could contribute to the costs of a scheme at The Street to mark two passing places and a sign denoting “No parking between the hours of…” The lines would alleviate gridlock and reduction of sight lines during school drop-off and pick- up times. KHSwas willing to consider this proposal and £300 would be available from Cllr Balfour’s budget, leaving possibly £700 to be funded by the parish council. The chairman would liaise with KHS to agree the project and would consult residents involved before going ahead. Itwas agreed to ask for existing white lines across drives in The Street to be reinstated. Allotments Plotswere all now rented and in a relatively tidy condition. Defibrillator This had been ordered andwas awaiting delivery. Ray Berwick would install it at the pavilion.


Oam


Traffic calming Councillorswere preparing a summary to be considered by consultants when devising traffic calming measures for the village. The overwhelming response to the recent questionnairewas that action needed to be taken, with the majority supporting a 20mph speed limit and vehicle activated signs. Lights The parish council provided lights for the oak tree in the village centre for Christmas. Thankswere given to villagers who helped to install the lights, provided the power and allowed the cables to run through their property. Quiz night Itwas agreed that the quiz night, to be held in the village hall on February 28, would raise funds in aid of various village projects. Pond All calendars printed to raise funds for the pond projectwere sold. Some minor workwas needed to finish the project and two rustic benches would be added. There had been many positive comments about the work and the parish council wished to ensure it remainedwell maintained. Quintain Two councillors would be repairing the quintain shortly and the top section would need to be removed to carry this out. Landfill There had been a significant increase in noise from the landfill site and the parish council chairman would be aending a meeting to discuss this.


Ryarsh


Bus stop The replacement bus stop had been installed and the Ryarsh sign would be put back on shortly. StreetlightsA£1,000 grantwas received from KCC Cllr Sarah Hohler’s member’s highways fund. Work to update the streetlights in the villagewas due to begin. Boundaries Changes to the parish boundary between Ryarsh and Leybourne as amended though a community governance review held last yearwere due to take place. For administrative purposes the affected area was now being included within the Leybourne register of electors. For the purpose of elections the boundarywas taken to have moved for the elections in May. Footpath The parish councilwas to find out if a footpath which used to run across Workhouse Quarry would be reinstated. Winter Details of Kent Highway Services salting and snowplough routewere available on the parishwebsite.


Troiscliffe


Lining KCC Cllr Sarah Hohler had asked Kent Highway Services to repaint the white lining in the main part of the village and especially at the Vigo crossroads with the A227 as itwas very faded. Village hall Cllr Martin Collins had aended a village hall meeting and the commiee would be inserting a clause to ensure that anyone hiring the hall would be aware that permissionwas required for the use of the recreation ground. Hedge Parishioners had expressed concern about the overgrown hedge in the narrow part of Taylors Lane and this had been reported to Kent Highway Services. SafetyArepresentative of the Safety Critical schemewas looking at the problem of vehicles mounting the pavement in Taylors Lane, by the duck pond. Signs Several road signswere obscured by vegetation and would be reported to KHS. Gullies Problems with the gullies in Green Lane would not be dealt with by KHS as it was a private road and the maer would be reported to the housing association. Wall Parishioners had reported concern about the state of thewall of Bramble Park in Church Lane and said that peoplewere stealing the ragstone. Recreation ground The application for the community enhancement fund had been granted and the new junior swings with base had been ordered. HospiceAdonation of £50was agreed for the Heart of Kent Hospice. Budget Itwas agreed not to increase the precept for 2015/16. Defibrillator The brewery for The George public house had asked for a full specification of the defibrillator and would require reimbursement for preparing a licence and an annual licence fee for fixing it to the outsidewall. The parish council felt thiswas not appropriate and the clerkwas asked to reply expressing this. Election Information regarding the 2015 election had been received and posters would be put on the notice boards.


Wateringbury


Vacancy Therewas a vacancy on the parish council following the resignation of Chris Stones. Anyone interested should contact


clerk Sue Cockburn for details. Procedures Draft procedures for donations of seats, trees and other itemswere approved by the council. Following the buying back of two plots at the cemetery, procedures for the purchase of plots had also been updated. Warden Villagewarden John Ibbs gave a short report on his activities. He had asked the borough dogwarden to make more visits to the playing fields as some owners were still not picking up after their dogs. Sports and Recreation The work to upgrade a section of the playing fields continued. The grass seed had been sown.Apadlock had been fied on the gate to Drayhorse Meadow overflow car park. Thewet weather had delayed the levelling of this car park. SpeedWatch Residents who valued the work done by SpeedWatch in slowing down traffic in the villagewere asked to show their support by becoming volunteers. Theywere asked to let the co-ordinator know their availability. Lier Councillors discussed a proposal for a whole village initiative to tidy up in all parts of the village, not just the playing fields. Youth organisations and the school would be approached to seek their active participation. Tonbridge and Malling Council would also be contacted for assistance. Public discussion The problems of lier in the village, the apparent lack of interest by Russet Homes in maintaining the shrubs and trees on the bank along Bow Road on a regular basis, the parish’s response to the draft KCC budget and the creation of official footpaths at the top of Canon Lanewere all discussed by councillors and the public. Photographs of boundary hedgerows which had not been cut back and whichwere a nuisance to pedestrians and motorists in the PizienWell areawere shown to the council. The clerkwas asked to report these properties and the Bow Road bank to KCC for their action.


West Peckham


Police reportAworkshop and animal feed unit on Mahews Lane had been burgled. Cannabis had been dumped in Mahews Lane.Asuspicious vehicle previously reported by neighbourhoodwatchwas stopped and a manwas reportedly arrested on suspicion of poaching. Roads The manhole cover near the village hallwas awaiting replacement by South East Water.


FloodingAn email had been received from the Environment Agency regarding the flooding at Mereworth Road. The problems were to be addressed and could result in the road being dug up. Hedge The work in Forge Lane had been undertaken by Mr and Mrs King. Theywere thanked by the parish council and itwas agreed that visibility and road widthwas much improved. Welcome packApack would be delivered to residents at Trevalia Farm and Clogheen in Forge Lane. Churchwall Enquirieswere to be made to KCC to see if therewas any funding available for work on thewall. Salt and grit Therewere still supplies of sand and grit at the village hall. The bin at the traffic calming gates had been restocked by Kent Highway Services.
