Parking Kent Police had received complaints about contractors parking on Troiscliffe Road at Blackmans. Defibrillators The electrician who installed the defibrillators had carried out the monthly inspection. PCSO Bullen had given the clerk some SmartWater to security mark both defibrillators. The clerk said the BT box at the Jet garagewas monitored by CCTV. Seven Mile Lane TheUKPower Network fault had been resolved. The tower lights were still in place because the original column on the southern side would have provided insufficient light for the new roundabout. Play equipment Itwas agreed to ask residents for their ideas for the development plan to include new equipment. The possibility of grants and funding needed to be investigated. Big Motoring WorldAn enforcement notice was in place on the landscaping and planning enforcementwas chasing the owner to ensure itwas complied with. The enforcement notice for the lightingwas to be issued soon. Pre-fabs Tonbridge and Malling Council was checking the wording of a breach of condition notice on the land at East Street North for the removal of the building which should have been demolished as part of the application for the redeployment of the old scrapyard. Planning enforcementwas hoping to issue an enforcement notice. Lighting issues Planning enforcement had visited the Kent Machinery and Humphries site and inspected the lights. Although it could not see any new lights, some lights had been replaced. Planning enforcement was checking that the replacement lights complied with planning approval. Highways The Troiscliffe Road sign at the junction of the A20 needed repairing. KCC was investigating. Overgrown vegetation at the junction of the A20 and St Vincents Lane needed to be cut back and this had been mentioned toWest Malling Golf Club.A damaged sign on the A20 near Hernewell Farm had been removed andwas due to be replaced. Golf club signAnew sign had appeared on the northern side of the A20 between Aldon Lane and Hernewell Farm. The clerkwas to report this. Sign and verges KCCwaswaiting for a response from the DVLA before it could serve a section 131 notice to remove vehicles parked on the verge at Stubbesdown. KCC would also be contacting the owner of the vehicles and their insurance company to claim the cost of repairing the damaged verge. Winter salt bag The bag would be stored in the village hall car park. East Street footbridge The clerkwas to find out whether work to the footbridge had been completed and if the shrouding had been taken down.


Birling


Defibrillator The proprietors of the Nevill Bullwere happy to have the defibrillator there but itwas thought that the porch of the village hall would be more suitable as it could be accessed at all times. The clerk would contact the village hall commiee to obtain more information. Neighbourhood plan The clerk had

contacted other parishes to see what action they had taken regarding drawing up a neighbourhood plan.. Itwas decided to defer further discussion until Tonbridge and Malling Council had issued details.


Dion


Outfill pipe Kent Highway Services had requested permission to install an outfill pipe from Bradbourne Lane into the conservation area land to alleviate flooding on the road. Discussion took place on the impact that this would have on the wildlife in this piece of land and the implications of responsibility for this pipe in the future. It was decided not to agree to this request. Budget Tonbridge and Malling Council had given details of how it would determine the 2015/16 allocation to Dion. The basic allocation would be £7,138 with £1,065 for cemeteries and churchyards, giving a total of £8,203.


Donations Seasonal donations of £200 each were agreed for Dion junior and infant schools, with £100 to Dion Pop-in Club. Police report PCSO Sally Dohertywas still assigned to desk duties for medical reasons but had submied a report.Acarwas keyed in Cherry Orchard, a window of a property was smashed in London Road, jewellerywas taken after break-ins at properties in Priory Grove and Primrose Drive, a vanwas broken into in Fernleigh Rise and a copper step taken. There had been an incident where youthswere abusive and disrespectful to a shopkeeper in Woodlands Parade. Enquiries were ongoing. Another report has been received from a resident in Sco Close about nuisance cars playing loud music in the community centre car park at about 10:30pm. Police would monitor the area.


East Peckham


Police report The PCSO reported there had been three burglaries during the month, as well as one theft of a vehicle, two thefts from vehicles, one theft and one anti-social behaviour incident. Public sessionAresident expressed interest in a neighbourhoodwatch scheme for East Peckham.Aresident expressed concern regarding developments in The Freehold andwas referred to Tonbridge and Malling Council planners.Aresident had copied the parish council into email correspondence withAutocar regarding two near misses which had also been reported to the police. Autocar had been advised that the parish council shared the resident’s concerns. Finger posts Heritage Fingerposts had advised that the signs would be erected shortly. The parish council looked forward to seeing them in place and to the removal of the existing ugly modern signs. Banking complaint NatWest had refused to increase the compensation from £700 and a complaint would be submied to the Financial Ombudsman Service. RemembranceWithin the few days leading up to the Remembrance Parade an adequate number of volunteer marshals came forward. Itwas resolved that whilst the parish council would assist wherever possible itwas up to the village to provide marshals for future parades to take place. Members felt the paradewas a great asset to the village and it would be a shame if its futurewas in jeopardy. Itwas therefore resolved that the parade organiser and the


uniformed youth organisations would be invited to meet with the parish council in advance of the preparations for the 2015 parade. Cllr Street said hewas disappointed that therewere not more councillors in aendance and had observed that more members of the Chéreng Town Council than East Peckham had been present. He further remarked that the lack of councillors present had not gone unnoticed by the community. Jubilee Hall and playing fields Occupancy levels remained constant; there had been an encouraging increase in booking enquiries including from KCC, whichwas looking for a venue for a year-long nurture group pilot education project in the Tonbridge and TunbridgeWells area. The gym club had complained about the Bloco Fogo Samba band using the meeting room. As this club was being run as an after-school activity, the gym club had been advised that it did not have exclusive use of the premises and asked if it had any flexibility in its timetable which would allow the Bloco Fogo to use the premises after school oneweekday during term times. Bloco Fogo had advised that owing to lack of numbers it would be looking to resume in the new year. Hall maintenance Minster Cleaning had deep-cleaned the building and flooring. Risk assessmentArevised risk assessment had been prepared,weekly visual checks were also being undertaken to the outside areas and inside the building. These demonstrated that the parish council practiced a duty of care which would strengthen the council’s defence should any negligence claims be levied. Parish council surgery Residents had raised concerns about culverts in Hale Street, speeding traffic and new housing developments. In view of the consistent low turnout at the surgeries, itwas decided that December would be the last one. Nuisance The PCSOs had drawn aention to a street light whichwas not working at Chidley Cross Road, where it had been noted that youths had started to hang around outside a resident’s house causing a nuisance. The parish council’s contractor had dealt with it as a maer of urgency. High visibility jackets These had been received and along with other items and identification lanyards had made up a preparedness kit for the floodwardens. Therewere 15 volunteer East Peckham flood wardens.Aleer of introductionwas to be sent by thewardens to people in their areas. The role of the floodwarden is to discuss specific needs a resident might have in a flood situation, identify vulnerable residents, encourage residents to get prepared, including registering with the Environment Agency to receive floodwarnings and giving information and advice. Residents could now expect to see floodwardens when flood alertswere issued. CllrWatsonwas thanked for her competent and comprehensive work on the community emergency planning. CCTVAn infra-red camera had been fied and would focus on the tennis court end of the Jubilee Hall car park. The faulty camera at the hall had been fixed.Acamera at the Merry Boys would be repositioned. CCTV images were being used by Kent police regarding several burglaries in the Pound Road area. Cllr Streetwas still trying to get Kent Police to install the system on its computers so that it too would be able to access the system in real time. Cllr Baseden had expressed an interest in
