Post office update The Post Office had advised that the current concession holder had asked that he be allowed to withdraw his resignation. Land at The Pound The Methodist Church Council had agreed to pursue the purchase of the land subject to valuation. The clerk had had a preliminary discussion with a land valuer whose valuation feeswere £250 and, mindful of the fact that at least one member had suggested the land be sold at a peppercorn rate, she had not pursued this. It was resolved that the sale would not be progressed. The maer could however be considered in the future once clarity regarding the future of the Curran Hall had been determined. Paving The paving outside the Curran Hall had been repaired through the laying of at least 75 new bricks. Mr Edwards had advised that cars parking on the paved area had significantly contributed towards the remedial work. To prolong the lifespan of the paving the Methodist Church had been asked to not use the area for parking and unloading. Twinning The mayor and town council of Chérengwere keen to meet with the parish council. It had been suggested that this civic event take place after the May 2015 elections. Youth shelter The application to Tonbridge and Malling Council had been successful and a £2,500 grant had been secured on condition that the projectwas completed by March 31.Ashelter would be purchased from Monster Play for £6,050 plus delivery and installation costs. Budget For 2015/2016 the parish council would receive £9,567 from Tonbridge and Malling Council (in 2014/15 itwas £9,444). Donation In memory of the late Mr R Edwards, a village stalwart and former contractor of the parish council, who had for many years maintained the communal grass areas and the Holy Trinity churchyard, a donation of £150 would be made to his chosen charity, Hospice in theWeald.


Hadlow


Community fair Richard Mernagh from Hadlow Cricket Club spoke about the fair and its purpose of raising the profile of the club and the community. Itwas hoped to hold the event at the cricket field and along Common Lane, with visitors encouraged to walk to the fair. The clerk would assist in investigating the possible closure of the road and seing up an organising commiee. It was unanimously agreed to support the fair. ParkingAresident expressed concern about parking on both sides of Carpenters Lane near the bend, and Moneypenny Close, which narrowed the road making it difficult for emergency vehicles to get through. Borough Cllr Jill Anderson said that Hadlow was coming up on the parking plan review and parish council representation would be appreciated. College crossing The student hit by a car on the A26 had not been severely injured but it had made the crossing a priority and no longer just part of the school application. Bell pub Borough Cllr Howard Rogers said the pub had been taken over by a new brewery and remained open. However, there were fears in the village for its sustainability and a Right to Bid applicationwas accepted.

Overgrown vegetation Cllr Anderson would help the clerk in communication with Public Rights ofWay to ensure streetlightswere clear of trees and to ensure that the vegetationwas removed from around the streetlight in Carpenters Lane. Leigh barrier County Cllr Mahew Balfour reiterated KCC’s support for the scheme and would source the £17m promised to match government funding to ensure the scheme came to fruition. Black Poplar junction Cllr Balfour said the tree had now been pollarded and a replacement tree organised for the border. Hewas investigating the possibility of a speed camera being installed on the road. Buses People continued to park in the bus bays which meant buseswere not stopping. However, itwas noted that bus drivers often did not use the bus lanes, resulting in traffic disruption. Doctor’s departure The Patients’ Participation Group thanked Dr Jawaid for his service to the community. Police report Two crimeswere reported – one theft and a theft from a vehicle. PCSO Toni Mahews said issues with underage children drinking on School Lanewere being dealt with and patrols had been scheduled for times when incidentswere known to occur. The licensing officerwas also aware of the problem. Play equipment The parish officewas trying to fund play equipment and, after the public survey, would be asking the three favoured companies to produce designs forWilliams Field and Golden Green. Street lights Faultswere still being reported to KCC and residentswere thanked for keeping the parish council informed. Snowwardens Only a few people had volunteered and residentswere asked to consider joining the team. Informationwas available from the parish office. Annual parish meeting Itwas agreed to follow the same format as last year which had been a great success. The emphasis would be on the June community fair. St Mary’s fete There had been a good turnout and about £900 had been raised. The parish councilwas thanked for lending the tables for the stalls. Cemetery Cllr Ken Terry had noted that the entrance pathwas rued and asked for improvements to be considered as part of the cemetery extension. Raking the pebbles on the pathswas to be scheduled. CCTV Itwas recommended that the current contract with RG Networks be extended for an additional three years. Itwas noted that the systemwas quite old and the contractor was familiar with it. Emergency plan Cllr Lesley Bright continued to work with the clerk on the plan which had been sent to RobWiles for final checks. The Environment Agency had cleared vegetation along the River Bourne and a new footbridge had been installed.


KingsHill


Cultural podAmeeting to progress the use of the cultural pod had not been set up but workwas continuing to get this underway. Social media Facebook and Twier accounts had been set up and a set of guidelines would be created and discussed by the communications working group for approval. Village sign Supportwas being sought from the retail section of Kings Hill to apply for


the grant and an applicationwas to be submied. Draft budget Draft budgetswere circulated for review. Tax base informationwas not yet available so the precept request based on the draft budgetwas subject to change. Itwas recommended that contingency reserves should be rebuilt and this would be discussed when the final budget and precept requestwas made. Burial ground Itwas agreed that the provision of a burial ground in Kings Hill would be investigated. Boundary review Itwas reported that the Diocese of Rochesterwas working to change the ecumenical boundaries to create a Kings Hill parish. Itwas resolved that work would start to change the civic boundary to match the ecumenical boundary.


Leybourne


Police reportAnumber of valuable items had been stolen from a vehicle on the A20 London Road. There had been criminal damage to a vehicle at Rectory Lane South – both windscreen wipers had been ripped off and therewas damage to the bonnet. Four youths had stolen aerosol cans from the newspaper shop at Leybourne. CCTV footagewas being studied and the police wanted to speak to people with information. There had been an increase in burglaries and residentswerewarned to be vigilant. Foot patrols Policewere carrying out regular foot patrols in open spaces in Leybourne. Dog fouling and liering had decreased but therewas evidence of drug-taking. Five youths had been spoken to and the investigationwas ongoing. Parking on footpathAnumber of cars had been parked on the CastleWay footpath. One ownerwas advised that itwas an offence to drive on the public footpath and a fixed penalty notice could be issued. Anti-social behaviour Eight empty drug packets had been found at the Bomb Hole recreation area and the aeroplane had been sprayed with graffiti. New school KCC councillor Sarah Hohler said the planning application for the new school had been approved. It would be a pre-fabricated building and construction traffic would have its own access to the site. Oxley Shaw Lane Cllr Hohler said bushes obstructing a clear view of traffic opposite Rectory Lane South would be cut back and a road sign would be erected urging drivers to be more cautious. Donation Leybourne Cricket Club had sent their thanks for the recent donation. Emergency lighting There had been a review of the village hall’s emergency lighting which showed therewere areas that could be improved.ADT had quoted £2,850. Cllr Barry Chapplewas assured that all work would be certificated and make the hall fully compliant. Itwas agreed to go ahead with the quote. Commuter parking The double yellow lines that had been put in place in Leybourne were for safety reasons. Itwas noted that even with the yellow lines in place near the church the bus driver still didn’t use the lay- by. Itwas agreed to call for a maximum two-hour stay in the lay-by. School parking Therewas an issue with parking at drop-off and pick-up times. Parking enforcement would try to visit each school at least once a term to discuss parking problems with parents.
