www.stnonline.com, meet Carolyn Oakes, the special transportation supervisor responsible for overseeing 1,300 bus runs a day for the 3,000 students with disabilities at Minneapolis Public Schools. For her daily efforts, 30-year veteran of the industry received the 4th Annual Peter J. Grandolfo Memorial Award of Excellence at the STN EXPO in July.
NHTSA Publishes Seat Belt NPRM for Motorcoaches, School Bus Drivers Te National Highway Traffic Safety Administration released an 89-page notice of
proposed rulemaking on Aug. 16 that seeks public comments on requiring lap/shoul- der seat belts at each motorcoach passenger position and the driver compartment. A new rule would also affect school bus drivers, as it would remove the provision that either lap belts or lap/shoulder belts may be equipped in favor of requiring only lap/shoulder belts. NHTA added that it was not re-evaluating seat belts for students. Te NPRM would govern motorcoaches and school buses that weigh more than 10,000 pounds and seeks to amend FMVSS 208 and FMVSS 210. It was written based upon NHTSA’s 2007 Motorcoach Safety Plan and a 2009 Task Force Action Plan, and it relied upon research results from a full- scale frontal barrier crash test performed last
year. Te NPRM aims to reduce passenger ejections during rollover crashes, which NHTSA said seat belts are 77 percent more effective in preventing. Public comments on docket number NHTSA-2010-0112 are sought by Oct. 18, 2010. Read more at

ASBC Brings Every- one Together in the Windy City Members of the American School Bus
Council met at the beginning of August to discuss everything the group has been doing to “get the word out” on the yel- low bus. After an impressive showing at the EXPO in Reno this past July, the ASBC powwowed about everything from the recent letter from Secretary of Transportation Ray LaHood to the ASBC Champions Program.
