for the 16th NCST were notified that the selection of Japikse, Ohio’s director of transportation and a past-president of NASDPTS in 2005 and 2006, received ap- proval by the industry associations. He was nominated following the most
recent NCST in Warrensburg, Mo., by Charlie Hood, current NASDPTS president. Japikse was selected to replace Pete Baxter, the 2010 steering committee chair, after he announced his retirement from the Indiana Department of Education and that he’d be stepping down from his NCST post. “I’m humbled and flattered to be asked
to do this and follow in the footsteps of some outstanding predecessors,” Japikse said. “I will be working with the rest of the committee and the industry to continue helping the NCST evolve and remain a vi- able resource for us.” In other NCST news, Web users can now
access every NCST document dating back to the first meeting in 1939 by clicking on the home page link “NCST Past Publica- tions 1939-2005.”

that the U.S. Environmental Protection Agency and the U.S. Department of Trans- portation will be coordinating their efforts to implement a uniform, national pro- gram to reduce greenhouse gas emissions and improve fuel efficiency from medium and heavy-duty trucks and buses. Te national program outlined should
expand the use of existing technologies to reduce CO2 emissions and improve overall fuel efficiency and should incentivize the early introduction of advanced technolo- gies. Te announcement is the start of a process that will be fully fleshed-out and finalized in a formal rulemaking process. Te Engine Manufacturers Association and the Truck Manufacturers Association will actively participate in the process to help achieve greenhouse gas reductions and fuel efficiency improvements while continuing to provide customers with commercial ve- hicles best suited to their needs.

SCHOOL BUS OPERATOR RECOGNIZED BY ALT FUEL VEHICLE INSTITUTE Alternative Fuel Vehicle Institute recognized outstanding leadership in the alternative fu-
els and vehicles industry as part of the 16th Alternative Fuels & Vehicles Conference and Expo 2010. Te Magic School Bus award was given to Napa Valley (Calif.) Unified School District Transportation Director Ralph Knight. Diesel pollution from older buses is a widely acknowledged problem that Knight strives to solve. In 1997, Knight’s alternative energy en- thusiasm was launched when he got an electric school bus and NVUSD is the only district in the nation still running true electric buses. Over the past 15 years, he has replaced all of the old diesel buses, and he has the first and only plug-in hybrid school bus in California. Knight continued to spread his message at this year’s STN EXPO, where he presented a workshop titled, “Emissions: Where We Are, Where We Should Be and Where We Are Going.”
FORMER SCHOOL BUS DRIVER SENTENCED TO 22 YEARS FOR DEATH OF STUDENT Dominic Gebben, who was convicted of manslaughter in the December 2009 death of
5-year-old Nathan Key, was sentenced to 22 years in prison. According to court records, Gebben, 23, stopped behind a school bus in Lauren, Miss., as it unloaded children. He then passed the bus and killed Key, who was exiting. Gebben fled the scene. Along with his guilty plea, Gebben’s defense team sought a 15-year sentence, but prose-
cutors refused. Gebben’s family pleaded for leniency during the sentencing, saying that he was a good person who made a mistake. Circuit Court Judge Billy Joe Landrum sentenced Gebben to 20 years for manslaughter and two years for fleeing the scene of an accident, to be served consecutively. Defense attorneys said they planned to appeal the verdict. n
