Not seen at the Orange Street Fair: Although “Rio Santiago” appeared on the list of fair exhibitors, neither the developer nor representatives from the project’s attendant horse arena, were in attendance. Developer Milan Capital had provided land and funding for a horse arena in exchange for neighborhood support of the Rio Santiago de- velopment in East Orange. For the past several years, Milan has purchased booth space at the fair so arena users could pitch visitors on the value of the horse facility and its fragile ties to Rio Santiago. But not this year. The Orange City Council rejected the development in June.
