Ray Grangoff My reason for running for coun-
cil is to preserve the quality of life we enjoy as Orange residents. I have been honored to serve as an Orange planning commissioner, OC Taxpayers Association Board member, Sheriff’s Department manager, reserve sheriff deputy, and school board member. As your councilmember, I will:
fight against all attempts to raise your taxes; push to eliminate business license fees; ensure ac- countability with your taxpayer dollars; keep violent criminals away from our families; promote pension reform and balanced budgets; improve our Orange roads, parks and libraries; bring private sector ideas into city gov- ernment. My wife and I gladly call Or-
ange home. I am a proud member of the Orange Rotary and Orange Elks Lodge. I am a concerned cit- izen and public servant committed to making Orange an even better place to live, work and play. My leadership and experience

I believe in the fundamentals of government: fiscal responsibility, local control, personal account- ability, community involvement and maintaining a balanced bud- get without raising taxes. Pros- perity, security and sustaining our quality of life are my priorities. This community has been in- strumental in my life for nearly 50 years. I was educated in Or- ange schools. My husband and I bought our home in 1984 and raised our three children here. All attended OUSD schools. I’m a small business owner (Cyrano’s Caffe) and have been an active volunteer in numerous local orga- nizations, including youth sports groups. I served as an OUSD trustee for nine years. I am cur- rently president of the Orange Public Library Foundation (seven years). As a career oncology nurse and business owner, I have learned that it takes collaboration and partnership to solve problems and get things done. Building posi- tive relationships creates positive outcomes; listening to the con- cerns of constituents allows for informed decision-making. I am committed to preserving Orange’s rich history, enabling small businesses to flourish, creating jobs, upholding citizen security, and ensuring that new development enhances our City’s vision and complements its di- verse history.

Fred Whitaker Working together, we achieved
many successes during my first term as your city council member, including: Stopped perks and pension giveaways. Eliminated pay and financial perks for council mem- bers. Required all city employees to pay the maximum amount to- ward their own pensions. Fiscal responsibility: Three straight balanced budgets with- out tax increases. Kept our water rates among the lowest in OC. Safer neighborhoods: Fought
for more patrol officers and a third police captain to crack down on gangs and graffiti. Protected our children from sex offenders and their lawyers. Stronger economy: Took action
against Sacramento and saved $7 million in local tax revenues for city services. Established new sales tax incentives to support Orange businesses. I am a business owner and ac-
tive volunteer—including current leadership in the Community of Orange Foundation and St. John’s Lutheran Church and School. This record of leadership has
earned the endorsement of U.S. Representative Ed Royce; May- or Tita Smith; Council member Mark Murphy; and former Mayor Carolyn Cavecche. I humbly ask for your vote and
would be honored to continue working to make Orange a better community for everyone.
