2. IPS considers each case on its own facts. It assesses the evidence at an early stage. If it believes there is no case to answer and the evidence does not support the case it may dismiss the complaint at an early stage. However in many instances it is unable to make that determination at an early stage. It therefore has to carry out further investigation and refer the matter for panel determination.
