Key Objective: • IPS will ensure that all members of CILEx and organisations regulated by IPS provide a high standard of service to members of the public. • IPS will participate in the SRA-led education and training review, ensuring implementation of provisions to meet the recommendations. • IPS will protect legal consumers by ensuring every professional member of CILEx has knowledge, understanding, skills and experience required to exercise the privileges and responsibilities which belong to their category of membership.
Quality assurance IPS works with CILEx to promote and secure high standards of practice, by quality assuring the CILEx qualifications. This oversight takes the form of on-going monitoring of the arrangements and standards adopted by CILEx in relation to study, qualifications, training and assessment to ensure that CILEx members are appropriately trained. The assurance involves the review of regular reports received from CILEx Awards covering risk assessment, reviews of the examination sessions and malpractice decisions.
In addition, we receive reports from the Awards Performance and Strategy Committee, which oversees the delivery of CILEx qualifications and the performance of the awarding function. IPS is represented on that committee by the Education Portfolio holder.
Redefining the Awards role During 2013, the decision was taken to streamline the reporting requirements from the CILEx Awards team to provide a comprehensive review of current arrangements and a future requirement to provide an annual report of
key events and changes. This will be implemented during 2014. Processes for communication between CILEx Awards and IPS have been improved through 2013, to ensure prompt communication of any developments and events which may impact on the qualification, thereby ensuring the highest standards are maintained.
Legal Education Training Review (LETR)
IPS, together with the SRA and BSB, as sponsors of the Legal Education and Training Review, received the final LETR report in June 2013. We were pleased to see the endorsement of many of the education and training reforms that we had developed and introduced in 2013. These included the changes to the way in which members apply for Fellowship and the introduction of a cyclical CPD scheme which now sets the standard for the approach to CPD in the English legal professions. IPS will take forward other recommendations from the review in 2014. This will ensure that the education and training mechanisms in place for individuals regulated by IPS are as good as they can be.
