Qualifying Employment Applications 29. The ALC is


responsible for considering all applications relating to


qualifying employment. In 2013, these applications took the form of Fellowship Applications, Waiver Applications, Qualifying Employment Applications and work-based learning applications.


30. Until June 2013, Fellowship Applications were made by Graduate members of CILEx who wish to be accepted into Fellowship of CILEx. Since June 2013, these applications can be made only by members taking advantage of the transitional arrangements. They are considered by the ALC when it has not been possible for the office to determine the application in the usual manner.

31. After 2013, applications to become a Fellow are to be made via the work- based learning scheme. They are considered by the ALC when it has not been possible for the office to determine the application in the usual manner. This normally occurs where it is unclear from the information provided whether the applicant meets the learning outcomes.


32. The Committee considered 71 Fellowship Applications. Of those 71 applications, 40 were approved, 7 were deferred and 24 were refused.


33. Waiver Applications were abolished in June 2013, however applications made prior to that date but not yet considered continue to be processed by the ALC. They are made by Graduate members of CILEx for a waiver from the requirement to complete 2 years qualifying employment after attaining Graduate member status. All Waiver Applications are considered by the Committee.


34. The Committee considered 213 Waiver Applications. approved, 8 were deferred and 48 were refused.

35. Up until June 2013, Qualifying Employment Forms could be submitted by members of CILEx in any grade and by persons who were not members of CILEx to seek a determination on whether their employment history would constitute qualifying employment and therefore whether they are likely to be successful in making an application to become a Fellow of CILEx. No fee was payable in respect of these forms where the applicant is a member of CILEx.


36. After June 2013, Qualifying Employment Forms should be submitted by members of CILEx intending to make an application for Fellowship using the work-based learning process to seek a determination on whether their employment history constitutes qualifying employment and therefore whether they are likely to be successful in making an application to become a Fellow of CILEx. A fee is payable in respect of these forms.


37. The Committee considered 72 Qualifying Employment Forms. Of those 72 applications, 52 were found to be in qualifying employment, 7 were deferred and 13 were found not to be in qualifying employment.


38. The Committee asked that equality and diversity records be maintained in relation to its casework decisions.

information was not available in respect of all applications, where the information was available it was analysed in relation to the applicant’s gender, ethnicity and age.


39. Of the 356 applications considered by the Committee, there was information available on 356 candidates in relation to the gender of the applicant. Of those 356 applications, 269 were made by females and 87 were made by males. The Committee approved 183 applications made by females and 65 applications made by males. The Committee refused 71 applications made by females and 15 applications made by males. The Committee deferred 15 applications made by females and 7 applications made by males. A breakdown of these figures is shown below. The Committee approved 68% of applications from females and 75% from males.
