Annual report of the admissions and licensing committee 2013
foreword
I have very much enjoyed my third year as a member of the Admissions and Licensing Committee (ALC) and my second year as Chair. This has been another interesting, rewarding and busy year of the Committee, and the report reflects the volume and range of our work during 2013.
During the year, the work-based learning scheme was formally approved by the LSB and came into force in June 2013. The Committee has been heavily involved in the development of the scheme and we are happy that this represents an exciting way forward to a more meaningful means of assessing the skills and knowledge of applicants. We look forward to dealing with these work based learning applications in 2014.
2013 saw additional important and exciting developments for all CILEx members take place in relation to practice rights, which directly impacts upon the ALC. The Committee is currently responsible for all aspects of the existing practice rights schemes, i.e. rights of audience and Associate Prosecutors. In late 2013, the LSB approved the applications to extend practice rights for CILEx members to cover other aspects of law, specifically: probate, conveyancing, litigation and immigration.
Parliamentary orders are still needed in relation to designation and ancillary orders for entity regulation and they will not be finalised until 2015. However,
we are exploring whether we can commence the Practitioner Authorisation elements, for litigation, probate, conveyancing and immigration in mid- 2014, which means more interesting work for the Committee. This is an exciting development and I am proud that our Committee will be working at the cutting edge of this ground breaking development for CILEx members. I look forward with keen anticipation to taking on this work during 2014.
Looking back, 2013 has seen another year of heavy case load and hard work by all Committee members, ably supported by the IPS office team. Looking forward to 2014, we can anticipate a year with very different challenges, dealing with work-based learning applications, working to develop the qualification elements of practice rights and perhaps dealing with some authorisation applications in these new areas.
Once again, I would like to thank all members of the Committee for their hard work, commitment and good humour during another busy year. Thank you also to the IPS team for their continued invaluable support.
