proofing the investments. Experimentation is inevitable but a well-planned implementation will minimise the potential risks. The RPMO analytical model, together with an Excel calculator and examples of application, have been described, aimed
at providing the broadcasters with a tool in evaluating their chance of success in adopting an emerging new media technology.

John Yip, Chief Engineer of RTHK (till end Nov. 2012), has held various engineering and project management positions in Singapore, Australia and Hong Kong, ie Broadcast Engineer in Radio TV Singapore, TV Design Engineer in Aust., Communications Engineer in OTC(Aust.), now Telstra, Section Head, Systems Development, in National Acoustics Laboratory (Aust.), Assistant Director of Engineering in Special Broadcasting Service (Aust.), Assistant Federal Head of TV Engineering in ABC-TV (Aust.), Director of Engineering in NBC(Asia) and launched CNBC in Asia, Project Manager, Digital STAR-World, in STAR-TV, and Project Manager in TVB, for the mega TVB City (TKO) project. He has been the chairman of the Technical Committee of the DAB Consortium in Hong Kong. He is now Project Consultant, TVB.
He was a part-time lecturer in the Chinese University of Hong Kong, teaching
M.Sc. classes in media technologies and economics. He was previously ABU coordinator in digital video compression and participated in the Apstar-2 international technology consortium.
