25 Facilitating Development of the Industry

The broadcasting industry is changing very fast, regarding the services it provides and the type of technology it employs. Infusion of digital technology in the broadcasting industry has accelerated this change and has changed the entire media landscape.

The initial digital technology developments were observedby the ABU Technology Department (TD) in early 1990s. Since then conscious efforts have been made to keep ABU members and industry partners informed about technology developments, initiating several measures to study and evaluate the changes in technology.

Towards this end, the ABU Digital Radio Forum (DRF) was set up by the Technical Committee (TC) in 1996. The same year, the Committee set up the ABU High Frequency Coordination process (ABU-HFC). This spurred a global movement and helped in stabilising the channel frequencies used for shortwave broadcasting and improving shortwave radio reception.

Along the way, the ABU Developing Broadcasters Forum (DBF) was set up to provide a platform for such ABU members to articulate their views and their challenges.

When the IT technology and ICTs emerged, the ABU ICT Forum was set up in 2003 to help ABU members understand IT Technologies and integrate those with their mainstream technologies.

With the advent of HDTV, the ABU HDTV Advisory Group was set up to study and focus on the entire gamut of issues pertaining to the introduction of HDTV, from technologies to audiences and HDTV sets. As the introduction of HDTV became more common, this group was converted into a production-oriented group looking into the production of HDTV content.

To help the members in resolving the issues pertaining to implementation of digital and compression technologies, we set up an Asia- Pacific Broadcasters-Industry Forum so that the broadcasters could directly liaise with the industry partners.

More recently, to kick start formation of an outline metadata schema for international programme exchange in the ABU region, a Metadata Task Group was set up, as was a Pacific Media Partnership, an on-line networkto facilitate communication among our members and other broadcasters in the Pacific.

The TC has always encouraged innovation and development among the staff of its members and to recognize this, the Committee set up four excellence awards over the years. The latest to be set up is the ABU Developing Broadcasters Excellence Award.
