From the Vision, Housing Philosophy, Principles, and Goals described in the Preservation Plan of the City of Virginia Beach, the Pattern Book was envisioned and research for its development began in January of 2009. The City of Virginia Beach Comprehensive Plan Policy Document adopted December 8, 2009 identified several goals for the City. One of the goals is Goal-Quality Housing & Neighborhoods and is further described as “Protect the


quality of housing and


neighborhoods and prevent blight.” One of the policies of this goal was to implement the strategies outlined in the 2008 ‘Housing and Neighborhood Preservation Plan’ to ensure continued neighborhood quality including: “Creation of design;”

Architectural styles found in various neighborhoods were researched and cataloged, lot configurations, site characteristics and zoning among other information, was researched and compiled to develop this resource.
