The seeds for the City Virginia Beach Pattern Book were sown in 2007 with a report created by the Workforce Housing Subcommittee (WHS). The report identified tactics to preserve and enhance existing housing and neighborhoods, including the development of a design center and a Neighborhood Revitalization Strategy.
