2012 ABU Technical Bureau Meeting:


DECISIONS TAKEN


The 2012 mid-year meeting of the ABU Technical Bureau was held in Kuala Lumpur in May. The Bureau reviewed the progress of current activities and studies. Also addressed were several important issues of concern to the members, summarised in the following:


Technical Strategic Issues The Bureau set up an Advisory Group on Technical Strategic Issues, comprising six members and chaired by Mr Hamid Nayeri of IRIB. The Group will conduct studies on two issues: ‘Human resource development and information transfer and consultancy’ and ‘Making ABU more attractive to members and commercial broadcasters.’ The Group will point out ways on how these can be addressed effectively by the Technical Committee. An initial set of Recommendations will be provided by the Group at the TC 2012 meeting.


Engineering Excellence Awards Reviewing the ABU Engineering Excellence Awards, the Bureau decided that the award nominations should be judged on the basis of impact of contributions made within the respective organisations, so that both larger and developing members have an equal chance to compete for the awards. To facilitate this, it was decided to provide guidelines for the panels of judges.


Expansion of Bureau Membership The Bureau agreed to increase its total membership by three, with one of the new positions being provided


in the Associate Member category, one position in the Full and Additional Full Member category (higher subscription fee category) and one position in the Full and Additional Full Member category (subscription level A to J). The Bureau identified the need to attract highly expert and experienced Senior Executives to be members of the Bureau and proposed to include the Criteria/ Guidelines for pre-qualification for Bureau membership in the Rules of Procedure of the Technical Committee.


New Topic Area A new Topic Area, ‘Spectrum – WRC-15,’ was set up to carry out studies on the relevant issues of the ITU Conference, with five projects addressing agenda items 1.1, 1.2, 1.3, 1.6.2 and 1.10. Another project was set up on solutions for global/regional organisation of frequency bands and tuning ranges for ENG use. The Bureau once again supported the spectrum related activities of the ABU and asked the TD to go ahead with plans for a study in this area.


Topic Area ‘Spectrum – WRC-12’ was terminated, as the work on WRC-12 has concluded. It was also decided to terminate the work of the Study Project on Local Broadcasting in the 26MHz Band as a comprehensive report on the subject is now available.


DB Symposium The Bureau’s view was that the ABU DB Symposium was going from strength to strength and has transformed itself into a premier industry event, sharing knowledge and expertise and providing excellent value for money.


Smart App for TR The initiatives taken by the TD to set up a smart application for downloading of the Technical Review on smart phones, tablets and other devices was highly appreciated the Bureau.
