Ground breaking cer- emonies for a $6.8 million downtown San Jose infra- structure improvement project started off with a flurry of moving speeches by Mayor Tony Agundez and Governor Marcos Covarrubias applauding the work of community activists Blanca Pedrin and Rosa Luz Trevino, who worked hard to bring this sewer/electric/ street improvement project to the historic Art District. The gala event went downhill from there.

So, the Governor tried to restart the ceremony, but Valdez, a lo- cal lawyer, persisted in shout- ing out that the associations which promoted the im- provements did not represent the interests of the people af- fected, and that it was un- democratic that so few people should make such an important decision for all. This caused the Governor to stop the ceremony again, and announce that he did not want to push this expensive gift down anyone’s throat, and he might pull the job. Then he left Ruben Reachi, State Director of Tourism, and Roberto Aviles, Director of State Urban Planning and the Environment, in charge of coming to a consensus. And

chored off both the inner Gordo Banks and outer Gordo Banks for three days on November 30th and December 1st and 2nd. With a bait tank holding over 3000 bait fish and 25 anglers on board, they were able to catch a boat load of fish, he says. He was so outraged at the greedy haul that he took
pictures. A full report can be viewed on the Intrepid’s web site, although the cap- tain never mentions the Gordo Banks in his report, but does say they caught over 50 yellow fin tuna. Kammer observed them catching over 40 yellow tail on November 30th alone. “The local fishermen can not compete with this type of fishing and if it is allowed to continue it will be the end of a great fishery that is within reach of the local pangas,”
he says. “I am not opposed to long range style fishing,” he continues. “And there are many of these boats that leave from San
