This indicates the illumination distribution expressed in lux which is emitted onto a wall by the light from a fitting installed at a distance of... ...meters and with an orientation of a degrees with respect to the wall. The values indicated are absolute and do not refer to 1000 lumen.
For spaces where video displays are utilized, the EN 12464-1 standard defines luminance limits along with the UGR specific values. The maximum values that are allowed according to the type of screen that is used:

The chart shows the average luminance limits the light fitting should have, for elevation angles of 65° or greater in relation to the vertical axis, for work spaces where video display unites are used in a vertical position or with an inclination of up to 15° in relation to the vertical. For those locations where sensitive screens or screens with inclinations of more than 15°, the luminance limits must be applied for lower elevation angles (55°, for instance).
