South Texas Man Charged with Obtaining Property by False Pretenses

SOUTH TEXAS MAN WAS CHARGED WITH A FELONY OF OBTAINING PROPERTY BY FALSE pretenses and a warrant was issued for his arrest in Bryan County,


Okla., on July 10. The investigation was led by TSCRA Special Ranger Bart Perrier. On June 6, the suspect, Raymond James (RJ) Fleming, 30, purchased


40 head of livestock from the Caddo Livestock Auction in Bryan County for $52,000, issuing the auction a check for the purchase. Later the same day, Fleming wrote another check to the same auction in the amount of $60,805 for the purchase of 23 additional head of cattle. Both checks were returned due to insuffi cient funds. Perrier and TSCRA Special Rangers John Bradshaw and Tommy Char-


bula are working together and continuing to investigate this case. They have revealed that Fleming has written other worthless checks across Oklahoma and Texas for the purchase of livestock. The TSCRA special rangers investigating this case expect more charges to be fi led against Fleming.

Shelby County Man Arrested for Theft of Livestock

SHELBY COUNTY MAN TURNED HIMSELF IN TO AUTHORITIES MONDAY, JULY 21, after a warrant was issued for his arrest. He was charged with felo-


ny theft of livestock and was released on a $4,000 bond. TSCRA Special Ranger Larry Hand assisted Shelby County Sheriff’s


Department investigators Kevin Windham, DJ Dickerson and Constable Stanley Burgay in this investigation. The suspect, Hol l is Neel Farris, 53, a rancher and poul-


try producer, was accused of taking his neighbor’s stray bull to an East Texas sale barn, selling it and pocketing the funds. Far- ris allegedly denied to the victim that he ever saw the animal. TSCRA Market Inspector Pat McGuigan was able to locate sales records implicating Farris, who cooperated with investigators when confronted. Hand was able to track the bull through 4 counties to a feeder cattle op- eration and made a positive identifi cation based on distinctive ear marks and sales records. “This case is a good example of local law enforcement and TSCRA


working closely together for the protection of ranchers,” says Hand. Hand advises ranchers to brand their livestock so they can be tracked and


identifi ed more easily if stolen. He also warns ranchers and the public that all stray cattle in Texas must be reported to their local sheriff’s department.
