the statute applies to all animals capable of hosting or transporting fever ticks, not just cattle.
Budget and taxes The budget was the biggest is-
sue facing lawmakers. TSCRA lead- ers and volunteers worked to sup- port water funding for the state’s water priorities mentioned above and worked to help restore critical funding to the TAHC, Texas A&M Forest Service, Texas A&M Veteri- nary Medical Diagnostic Labora- tory, Texas A&M AgriLife Extension Service and the Texas Parks and Wildlife Department. The legislature also passed HB
500 by Rep. Harvey Hilderbran and Sen. Glenn Hegar. This legislation grants more than $700 million in business tax relief and makes per- manent the $1 million small busi- ness tax exemption.
Endangered species HB 3509 by Rep. Dennis Bonnen
and Sen. Kel Seliger was passed this session. This legislation requires the Interagency Task Force on Economic Growth and Endangered Species to decide on the holder of a fed- eral permit for a habitat conserva- tion plan, candidate conservation plan, or similar plan, in connection with a candidate or endangered species. This task force consists of the Texas Comptroller of Public Ac- counts, Agriculture Commissioner, Texas General Land Offi ce Com- missioner, Railroad Commission of Texas chair, executive director of the Texas State Soil and Water Con- vervation Board, executive director of the Texas Department of Trans- portation, the executive director of the Texas Commission on Envi- ronmental Quality, and the director of Texas A&M AgriLife Extension.
The legislation also requires that
notice be given to affected landown- ers, advisory committees made up of affected landowners be created, and that landowner confi dentiality be protected. It was a very busy 140 days at
the State Capitol, but overall, it was a good session for TSCRA. However, our work was not and is not done. We were engaged in the special ses- sion on a few unresolved issues and we will also shift our focus to the state agencies that will implement these new laws, not to mention all of the pressing issues we have in Washington, D.C.
