Rather than contacting NSF directly, NCAR PIs are required to channel all project- related issues, questions and activities through their NCAR POC. While the NCAR POC and/or NCAR scientists may retransmit verbatim written statements from NSF, NCAR employees will refrain from speaking on behalf of NSF or representing information that might be interpreted as being an NSF position.


Step 2: As part of the NCAR proposal preparation process, the NCAR PI will, with assistance from their Lab/Division administrative resources, submit an NCAR Advance Notice (https://www.fin.ucar.edu/advancenotice/login.jsp), including Statement of Work and budget showing Lab co-sponsorship, in accordance with NCAR Budget and Plan- ning guidelines and deadlines.


Step 3: Once the Advance Notice is approved through NCAR B&P, the NCAR PI will submit his/her science proposal to the EOL Director. The science proposal will follow the NSF Grant Proposal Guide (GPG) guidelines with respect to page limitations, font size and page margins. The proposal should contain a Project Summary and Project Description as specified in the GPG, as well as References Cited, Biographical Sketch(es) and Budget Justification.


Step 4: The review process for NCAR-led scientific efforts that require LAOF will be the responsibility of the EOL Director. In selecting external1


peer reviewers, the EOL Direc-


tor will seek input and recommendations from the relevant NCAR Laboratory Director and NSF POC before making a final selection of reviewers. The EOL Directorate assumes the administrative burden of sending the proposal out for review and receiving reviewer comments. Reviewers will be asked to evaluate the proposal using standard NSF review criteria.


Once the external reviews are received, the EOL Director will convene a meeting with the respective NCAR Lab and/or Division Director to evaluate the research proposal on the basis of received reviews and to determine if the proposed campaign is meritorious and programmatically supportable. If it is determined to decline the proposed research, the request ends at that time. If NCAR management wishes to support the proposed effort, the EOL Director will communicate the outcome of the evaluation to NSF. The recommendation, which will include the external reviews and a statement of program- matic support from the relevant NCAR Lab Director, is sent to the NSF LAOF Program Director, with copy to the NSF POC and NCAR POC.


If the proposed research originates within EOL, the NESL Lab Director will administer the review process and the EOL Director or a designee will act as the NCAR POC.


Step 5: As noted, NCAR management is solely responsible for programmatic decisions that include scientific activities of their employees. Observational resources, however, are limited and, therefore, the final decision to provide these resides with NSF after consideration of all requests that require LAOF. All communications from NSF to EOL regarding the support status of an NCAR-led proposal will be conveyed through the LAOF.
