APPENDIX III Background


The NSF Atmospheric and Geospace Science (AGS) Division makes available to all qualified researchers a suite of national Lower Atmospheric Observing Facilities (LAOF). To ensure equal treatment of all requests, it is important that the scientific justification for all facility requests undergo comparable reviews. Scientific proposals from non- NCAR scientists that require LAOF are reviewed using standard NSF procedures. NCAR-led scientific efforts that require LAOF are reviewed by a similar peer-review process, mirroring NSF procedures. The review process itself is conducted by NCAR management, which is responsible for all NCAR programmatic decisions including scientific activities of their employees


Process for Review of NCAR-led Scientific Efforts That Require LAOF


Step 1: At the time LAOF requests are received, the LAOF Request Coordinator will work with the NSF LAOF Program Director to determine whether a facility request is an NCAR led effort, i.e., driven by and/or involving significant participation from NCAR scientists. If it is an NCAR-led effort, the EOL Director jointly with the relevant NCAR Laboratory Director will appoint a Science Division Director or designee as the NCAR Point of Contact (POC) for the proposed project. This individual will be the primary Point of Contact for all questions related to the proposed field campaign. At the same time, NSF will appoint a Grants Program Officer as the NSF Point of Contact for the same campaign, generally a Program Officer from either the Atmospheric Science Section or the Geospace Science Section. The two POCs, jointly with the EOL Director, are responsible for ensuring that the scientific evaluation of the project proceeds according to policy. The POCs are expected to have frequent conversations among themselves as well as with the EOL Director to address programmatic issues and to ensure optimal coordination between the NCAR and NSF Grants Programs components, preferably even before the submission of the formal facility request. It is the responsibility of the two POCs to coordinate the NCAR and university components in such an NCAR-led campaign, including submission of science proposals, while keeping the EOL and relevant NCAR Laboratory Director informed of any major developments on either side.
