FEATURE CAR PARK CONSTRUCTION Upgrading OLDEST UK MSCP


USL StructureCare has been helping to transform the UK’s oldest multi-storey car park – Talbot Gateway MSCP in Blackpool. John Taylor explains the process


refurbishment of an existing fi ve-storey multi-storey car park (MSCP) in Blackpool to deliver 658 spaces.

The development agreement between Blackpool Borough Council and Muse Developments brought in contractor Tolent Construction to carry out the works. The car park will be refurbished the car park to current standards and the ground fl oor converted into two storey commercial units. Work will include external re- cladding with profi led cast glass, structural repairs, replacement of electrical and mechanical services and complete internal refurbishment.


Once completed, the striking refurbishment will enhance the public realm and substantially improve the user experience of the car park. According to the Transport Trust, Talbot Gateway – completed in 1939 – is the oldest ‘true’ MSCP in the country. The car park was extended from its original plan during the 1960s by means of a reinforced concrete extension, spanning over the service yard and access road to the adjacent Prudential House building. The construction of the extension is substantially different from that of the original car park. The works to the car park form part of the


fi rst phase of a larger, £220m regeneration project to transform Blackpool’s town centre.


The challenge


When built, the MSCP provided space for 750 cars on its four upper levels plus mezzanines and the roof, while the ground

his £6.5m project for client Blackpool Borough Council involved the alteration, repair and


fl oor was designed to house the town’s bus station. The old bus station area is to be converted into retail space as part of the refurbishment project.


Because of its age, the steel and concrete frame structure required a considerable amount of concrete repair work to be done, and extra consideration needed to be paid to its sloping entry/exit ramp and internal ramps.


Specifi cation for strength and speed


USL StructureCare was appointed to carry out the concrete repairs and deck waterproofi ng. This involved using sprayed concrete repair techniques with Spraycem 301 cementitious repair mortar from Nufi ns. USL also utilised carbon fi bre strengthening materials from Mapei to strengthen the car park’s columns, and installed cathodic protection utilising galvanic anodes from CPT.


USL then applied car deck protection systems from the Conideck range by BASF to the car park decks to provide an attractive and protective surface.


The USL advantage


Using a spray-applied system for the concrete repair helped to speed up the considerable amount of concrete repairs required for this relatively extensive rebuild. USL’s specialist team was able to supply all of the concrete repair materials via sister company Nufi ns, and to undertake all of the structural repairs and application of the deck membranes using its own in-house specialist labour.


The project is due to complete this summer.
