Speaking on behalf of the BPA, Patrick Troy suggested that a context was needed. ‘Why do we have parking management at all. The parking system is to reduce congestion, to make it easier for people using the roads. We now have a situation of demand exceeding supply and that is why parking has a role to play. Unfortunately, parking tends to make the headlines when it goes wrong; in fact most parking departments never hit the headlines. And conversely, when there was a temporary gap in parking enforcement in Aberystwyth traders were demanding a parking enforcement system. Parking is a service and that is where our focus should be.’

attract visitors and shoppers via a discounted parking scheme. Under the scheme, shops, restaurants, cafes and other town centre facilities would all pay a small amount to the parking operator to fi nance discounted parking for shoppers.

New membership category: In January this year the BPA launched its new individual membership category. At Parkex these members collected their new lapel badges from the BPA stand and were seen wearing them with pride around the exhibition. Associate members collected badges with ABPA to indicate their new professional membership status and members collected badges with MBPA (as seen on the front cover).
He used the example of a family on a shopping trip to a town centre. At the point of sale in participating shops, the customer would scan their parking ticket and get a discount. The same thing could happen following a meal at a restaurants. At the end of the trip the customer scans the parking ticket and is happy because he or she has received a cheaper deal on parking; the shop keepers are happy because the customer bought goods; and the parking operator is happy because the parking facilities are being used and funded by the shops and the motorists.
