The challenges of planning a new healthcare model


The province of Santa Fe in Argentina is implementing a new public healthcare model based on strong social convictions. The solution is geared towards a consolidated, government managed healthcare model planned to be equal, socially responsible and efficient.


In 2008, the Argentinian administration proposed an unprecedented transformation of provincial territories – the provincial regionalisation programme. Deeply rooted in this project, a new healthcare initiative builds on and complements other projects in the fields of education, housing and the justice system. The comprehensive reorganisation of the territory, into five regions, aims to create a new closeness between Argentinian citizens and the state. The regionalisation strategy is also the key


physical platform supporting the new process experienced by the Santa Fe public healthcare system. It was a wide-ranging and complex task which, following detailed discussions, resulted in the decision to provide adequate care to all members of the Santa Fe community, facilitating universal access to healthcare. This required that the traditional system, which has been in place through previous administrations, be substantially changed and improved. Two key instruments were developed to reformulate the system: • A new healthcare bill. • A specific planning project for the construction of healthcare facilities.


The new healthcare bill The provincial congress has recently passed the new healthcare bill. Through the Public Network of Provincial Healthcare Services, this bill establishes consistent rules to organise and allocate budgetary funds to the entire healthcare system. The set of resources, services and actions undertaken by the provincial administration will ensure the right to health for all citizens. The new provincial healthcare system is

network of facilities is crucial to the management of the entire system.


Silvana Codina


Silvana Codina is an architect who graduated from the National University of Rosario. She is an expert on Physical Resources Planning in Health Care (National University of Buenos Aires) and she is Secretary of Architecture of the Public Works Ministry, Government of the province of Santa Fe.


She has an extensive background designing for different architectural constructions, healthcare facilities such as the New Emergency Hospital of Rosario, in collaboration with Mario Corea and Francisco Quijano, which was awarded several national and international prizes.


Architecture took a leading role, became more relevant, and came to be an element of value creation that has the power to restore, to provide unity and continuity to this long-term strategy. The facilities


Francisco Quijano


Francisco Quijano is an architect who graduated from the National University of Rosario in 1992. He trained with the Health Care Facilities Technical Team of the Municipality of Rosario and was part of the Rosario Emergency Hospital team of designers. His work was acknowledged by Bienal de Arquitectura de Buenos Aires XIIIBA11, where the Unit was distinguished with the Bienal Prize to Public Management. Currently, he is Under Secretary of Architecture, Public Works Ministry, Government of the province of Santa Fe.


Mario Corea


Mario Corea is an architect and project advisor to the Government of the province of Santa Fe. He has a significant background in healthcare architecture including Clemente Alvarez Emergency Hospital (Rosario, 2007). He has been awarded several international prizes. The most recent awards celebrate his professional career. 2010 Honorary Fellowship, Plus 2010 Architecture Prize and Premio Bienal de Arquitectura de Buenos Aires XIIIBA11.


Jorgelina Paniagua


Jorgelina Paniagua is an architect who graduated from the National University of Rosario in 1992. He trained with the Health Care Facilities Technical Team of the Municipality of Rosario and was part of the Rosario Emergency Hospital team of designers. Director of Hospital Architecture, Ministry of Health, from 2007 to 2011. Currently, he is Under Secretary of Public Works, Ministry of Public Works, Government of the province of Santa Fe.
