European warehouses will have to comply with minimum movement-out requirements in future

A joint container promotion by the Ter Haak Group and Port of Amsterdam, one of Port of Antwerp’s main competitors, seems to be paying off. Three container shipping companies have chosen Amsterdam for the supply of cocoa from West Africa to the European market. The West Africa ARN service of Mitsui OSK Lines (MOL), the NAF service of Zim and the WAX service of Hapag Lloyd are set to call in Amsterdam in future. During the peak of the cocoa season the container service will unload at the United Stevedores Amsterdam terminal (a subsidiary of the Ter Haak Group). "We are delighted with this development. It’s a good start to putting Amsterdam back on the map as a container port," said Richard ter Haak, Chief Executive Officer at Ter Haak Group. The warehouse at the centre of the issue claimed that one of the reasons it could not comply with minimum move- ment–out requirements was that there was a shortage of labour. This was not true, and was simply an excuse not to move the coffee.

"Sucre Export proved to the warehouse – and to the port – that this was not the case. We managed to hire 4-5 gangs to move the coffee in no time at all. In the Port of Antwerp one cannot buy a ware- house, you have to obtain a concession, and to obtain a concession you need to be able to demonstrate to the port authority that you have sufficient labour to operate the warehouse. The port takes a dim view of anyone who could be said to have misused a concession." As of press time, Liffe has not responded to a request for information about its plans. ■ C&CI
