ple than expected were leaving as a result of the buyout and “this has hit the organiza- tion hard. There are many good people leav- ing;” also that the passenger ops depart- ment was being cut 50 per cent. One of the contentions bandied about was emphatically smacked down hard by Am- trak President and CEO Joseph Boardman — the supposed “de-emphasizing” of long- distance trains. In a published report of an extemporaneous Q&A, Boardman said that is not the case, that in fact the long-distance trains will be protected as long as he is Am- trak’s boss. Shortly thereafter, The United Rail Al-


liance, a longtime critic of much of Amtrak’s structure and approach, ran a report alleg- ing the reorganization at the railroad’s top levels was “about to cause such a spectacu- lar failure, the company may never recover from it.” “In short,” opined URPA, “Amtrak appears to be imploding.”

By way of background URPA, which describes itself as “an inde- pendent group” that aims to improve U.S. passenger train service through “smart business practices,” with political support across the spectrum. One its founders, An- drew Selden of Minneapolis, has expressed a belief that long-distance train travel in the U.S. is being shortchanged by undue em-


phasis on the NEC. Some Amtrak support- ers have viewed the URPA approach, how- ever well-intended, as unrealistic. Responding to an inquiry from this col-


umn, Amtrak spokesman Steve Kulm e- mailed us two documents: 1) The first is a special employee advisory

In pursuit of that point, he assures employees “there are no planned or expected service re- ductions anywhere” nor any planned layoffs for agreement-covered (union) employees other than normal seasonal adjustments. Amtrak’s Strategic Plan which was ap-


proved in October means that the organiza- tion’s realignment “will result in a reduction in the number of non-agreement [non- union] employees across all departments.” The statement includes a Boardman re- minder that the plan “was developed with significant employee input and that it is a living document — it’s not set in stone.” 2) A second Amtrak document says plan-


ning and development efforts for the NEC with Amtrak’s HSR ambitions “are being fully integrated within a new Northeast cor- ridor Infrastructure and Business Develop- ment business line.” At deadline, we are unable to ascertain the
