D.C. Busing Blasted for Late, Unreliable Service Over the summer, a court-appointed administrator alleged that
the safety of special needs students in District of Columbia Public Schools was in jeopardy. Te school superintendent refuted the claim by David Gilmore, who is charged with ensuring that DCPS complies with a federal court order to improve its bus service. DCPS transports 3,500 students with special needs each
day but has not managed its own operations since 2003, when widespread service problems resulted in the class-action suit Petties et al. v. D.C. Te suit alleged that buses often arrived late to school or did not show up at all. Te settlement included the appointment of Gilmore in June of that year to oversee all DCPS transportation operations. Gilmore told U.S. District Court Judge Paul L. Friedmanthat
the school district was incapable of improving service and was “jeopardizing the safety of special needs students.” A review of the

2010–2011 school year uncovered faulty school bus brakes that were not properly inspected or reported to authorities. “Te fact that the Division’s operational problems have now
resulted in student safety issues is of great concern to me,” Gilmore wrote. But a spokesman for D.C. Superintendent Hosanna Mahaley
said the transportation department grounded all school buses until they were inspected and brought into compliance. After meeting with City Administrator Allen Lew, Gilmore
wrote a follow-up letter to Mahaley and Attorney General Irvin B. Nathan, stating that because of Lew’s pledge to assess the situation, he would not seek to resume control of DCPS transportation services but would allow the district to take charge. Since then, Mahaley has hired a new director of Transportation, Ryan Solchenberger, and other new staff.
