National Express Acquires Petermann, Barry Stock Comes Out of Retirement to Head New Company Pending final approval, National

school bus operations, by 23 percent. Pete Settle, CEO of Petermann,


will stay on to help launch a new, as yet unnamed National Express paratransit division servicing the elderly and disabled. Meanwhile, former National Express exec Barry Stock


announced he is returning to the industry as a principal owner of the new Landmark Student Transportation, which was launched earlier this year by cousins Brian Stock and John Turney. Stock, who was president of NSTA from 2007 to 2009, retired from National Express last year.


New Jersey Outlines Requirements for Advertising on School Buses


Te New Jersey Department of Education has proposed


new rules for the impending state law that allows school districts to sell advertising space on school buses to help off- set rising fuel costs. Te four pages outline specifications for exterior ads on school buses, how school boards must con- tract with media companies to display the ads, limitations on ad content and requirements for annual reporting. Te proposed regulations would amend existing rules for how student transportation services are performed. Before Gov. Chris Christie signed Assembly Bill 1637, school


districts were prohibited from entering contract agreements to sell ads on buses. Now, participating school districts must use 50 percent of the ad revenue to offset school bus fuel costs, with the other half of funds slated to support education-related programs. A spokesperson at the state Department of Educa- tion said the proposed rules still must be enacted into law. Specifications relate to permissible ad locations and the


types of materials allowed. School districts must also submit reports to the Department of Education each year that list the number of buses with ads, the running time of the ads and total revenues. Te New Jersey School Bus Operators Association opposes the law, as does NASDPTS.
